Description
NASA/HQ plans to support a training course entitled "Energy Efficiency and Water Conservation (EEWC) Course by ICF Consulting. ICF Consulting is uniquely qualified to arrange for EEWC instructors and coordinate course delivery. As the course developer, ICF is thoroughly familiar with the course's content, training objectives, and related technical subject matter. ICF Consulting allso has a thorough understanding of NASA's policies and procedures for energy management and water conservation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The authority is only one responsible source 10.U.S.C.2304(c)(1). The contractor will review and modify the water conservation sections of the Energy Efficiency and Water Conservation (EEWC) course materials to expand the content to cover recent development in water conservation requirements and best practices for Federal agencies. The contractor will provide two qualified instructors to present the EEWC course and who have demonstrated knowledge of Federal energy efficiency and water conservation requirements and programs; alternative financing methods for energy efficiency and water conservation projects; architectural, mechanical and electrical technologies related to energy and water management; NASA's program and project management process; and experience in conducting continuing education programs for working professionals. This training will be provided for 20-25 NASA employees at the Wallops Flight Facility (WFF) Management Education Center, February 25-28, 2002. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on 2/7/2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
