- Description
- The NASA Headquarters Procurement Office intends to procure a training class entitled "Project Mirror" for which the Government intends to solicit and negotiate on a sole source basis under statutory authority 10 U.S.C. 2304(c)(1). The Government intents to award the training class to Management World, Inc., 47 Maple Street, Summit, New Jersey, 07901. This is a Commercial Item Acquisition under FAR Part 12. This class is a prototype class that was developed by Management World and taught previously at a NASA facility. This class has been designed to presented to project managers to become more effective and competent project managers. Project Mirror is an individual assessment of skill strengths and development needs. The process involves (1) targeted assessments and focused development derived from research on the competencies and behaviors demonstrated by most effective project managers in Government and Industry, (2) Involvement by NASA Center Management throughout the process, (3) Nomination and selection, assessment and development, and continuous coaching and mentoring after the assessment event, (4) Follow-up evaluation, individual performance measurement and re-assessment. This is a sole source procurement. The Government believes only one responsible source can provide the service that will satisfy the agency requirements. This notice of intent is not a request for quotation (RFQ) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact by 4:00 pm on February 5, 2001. Such capabilities/qualification will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed effort on a full and open market competition basis, based upon responses to this notice, is solely within the discretion of the Government.
