Description

NA AMCOM proposes to acquire on an other than full and open competitive basis the movement of the System Integration Laboratory (SIL) from Bell Helicopter Textron Incorporated (BHTI) to the Software Engineering Directorate (SED), Huntsville, Alabama. This re quirement includes inventorying, disassembly and packaging at BHTI; shipment of the SIL to Redstone Arsenal; reassembly, set up and check out of the SIL system at SED laboratory. The contractor shall also provide SED personnel with data and training perti nent to the operation and maintenance of the SIL's equipment. This acquisition is restricted to the approved source, BHTI, P.O. Box 482, Fort Worth, Texas 76101. The OH-58D and SIL were developed by and are only available from BHTI. At this time no det ailed Technical Data Package (TDP) exists for the aircraft or the SIL. Authority and justification is FAR 6.302-1, 'Only one responsible source or only from a limited number of responsible sources and no other supplies or services will satisfy agency requ irements.' See Numbered Notes 22 and 26.
