- Description
- This project includes all design and construction (labor, materials, and equipment) to convert an existing one story, non-combustible warehouse with mezzanines, approximately 56,000 SF, into shop and administrative facilities. Design work will require facility design and coordination with the Government for Government furnished and government installed shop equipment and furnishings. The project includes minor exterior wall and ceiling revisions; interior ceilings; partitions; doors; stairways; finishes; specialties; and foundation/slab revisions. Mechanical work includes new toilet room and plumbing systems; fuel oil tank and piping; HVAC systems; exhaust systems; compressed air systems; industrial and welding exhaust systems; and modifications to existing fire protection system. Building electrical work includes new power distribution panels; grounding; lighting; communication systems; paging; and security systems. Site and utility work includes new underground electrical service; substation with concrete foundation on piling; extension of compressed air system; CMU/brick screen walls; AC paving extensions; storm drainage; site lighting and paving of parking area; and minor fence, landscaping and irrigation system revisions. During performance of this work, asbestos, hazardous waste, or pollution abatement may be required. The work is located at Naval Station Everett, Everett, WA. The North American Industry Classification Code is 233320. The related small business standard is $27.5 million. The funding profile for the entire design/build (FAR 36.102) project is $4,000,000.00 to $6,000,000.00. This Request for Proposal is a competitive negotiation, open to all business concerns, and will result in a firm fixed price contract. The award will be based on the following factors: I - Past Performance and Experience; II - Schedule; III - Desired Additional Features; IV - Socioeconomic Achievements and Goals; and V- Price. The estimated start date for this contract is 28 June 2002. Contract completion time is approximately 620 days. All prospective offerors and plan centers are encouraged to register as plan holders on the web site. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to award the contract to other than the offeror submitting the lowest total price; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous to the Government. OFFERORS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Initial proposals should be submitted on the most favorable terms. Therefore, Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. OFFERORS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED. Plans and Specifications will be available for download, free of charge, on or about 20 February 2002 via the Internet World Wide Web at http://esol.navfac.navy.mil. Amendments and notices will be posted on the web site http://esol.navfac.navy.mil for downloading. This will be the only method of distributing the solicitation. It is the offeror?s responsibility to check the web site periodically for any amendments and notices to this solicitation. The official plan-holders list will only be maintained and printed from the web site. Location and points of contact for site visits are identified in the solicitation. All qualified responsible sources may submit an offer that shall be considered by the agency. Estimated closing for proposals is 14:00 local time, 04 April 2002. Offerors represented as a Large Business, shall submit a subcontracting plan in accordance with FAR 52.219-9, SMALL BUSINESS SUBCONTRACTING PLAN (JAN 2002), ALTERNATE II (OCT 2001).
