4 ORDERS / QTYS: 100, 10,7 & 1 / NSN: 8010-01-397-3814 / UI: KT / In accordance with Military Specification MIL-C-24667A(NAVY) dated August 14, 1992. QPL QUALIFICATION REQUIRED. QPL-24667-17, dated MARCH 29, 2001. Color Topping for use as a color marking component of the non-skid coating system in compliance with the requirements of MIL-C-24667A. Color: YELLOW Color in accordance with FED-STD-595: color number 33538 A kit consisting of base material marked component A and curing agent marked component B. When component A is mixed with component B, the amount of material produced shall equal 19 liters (5 gallons). Four liter and 19 liters cans shall be be provided with a bail type handle in accordance with normal commercial practice. Shelf Life: 12 months Age on delivery shall not exceed two months. Section 112 of the Clean Air Act [U.S. EPA National Emissions Standard for Hazardous Air Pollutants - 40th Code of Regulations 63.780] specifies volatile organic compound and hazardous air pollutant content limits for compliant shipbuilding and ship repair coatings. Successful offeror shall provide the designated contracting officer representative a certificate of compliance as described in the U.S. EPA "Guidebook on How to Comply with the Shipbuilding and Ship Repair (Surface Coating) Operations NESHAP (EPA-453/B-97-001, January 1997, pages E-18, E-32, E-33). [http://www.epa.gov/ttn/uatw/shipb/shipguid.pdf]. This certificate is based either on known coating characteristics, or the results of EPA Method 24 volatile organic compound tests. Certificates need only be generated once for each applicable coating. When, and if, a supplier reformulates a coating, a new certificate would need to be generated. Suppliers are directed to put the following statements on the paint can labels: 1. A certification that paint in the container meets National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements for shipbuilding and ship repair. 2. A statement of the ration of Volatile content to solids expressed as grams VOHAP per liter of solids. EXCEPTION(S) TO TECHNICAL DOCUMENT PAGE 2 Paragraph 3.3. After the words "conform to" in the second line add the following"the primer listed in the QPL or to". PAGE 7 Paragraph 4.6.7.1. NOTE: 1) When para. 4.4.1.1.3. - Verification Tests of MIL-D-24483A is invoked, the laboratory desicnated should be Norfolk Naval Shipyard (Code 134.8), Portsmouth,VA 23709. 2) The specification contains no warrenty provision and no commercial warrenty is known to exist. ITEM MARKING: (1) National Stock Number (NSN). (2) Specification number (Including type, class, and color number) as applicable. (3) Manufacturer's name and part number. (4) Kit Name and Component Part. (5) Lot and Batch Number. (6) Date of Manufacture and date of expiration or reinspection (month and year). (7) Instructions for use. (8) Storage Instructions. PACKAGING: The components of each kit shall be packaged in multiple friction closure metal cans in accordance with the supplier's normal commercial practice, provided that there will be no interaction chemically or physically with the contents so as to damage the container or alter the strength, quality, or purity of the contents. The containers shall be closed in a manner that will insure that the contents will not spill or leak from the containers during shipment, handling, storage and redistribution. Components of each individual kit shall be further packed together in kit form that will prevent accidental separation of the components during shipment, handling, storage and redistribution. PACKING: Kits smaller than 2 gallons packaged and assembled as specified above shall be packed in a close-fitting corrugated fiberboard box conforming to Section 6(c), Rule 41 of the Uniform Freight Classification and Item 22 of the National Motor Freight Classification. Closure of the boxes shall be in accordance with Section 7 of Rule 41 of the Uniform Freight Classification. The filled boxes shall not weigh more than 65 pounds. Pails and drums shall meet the applicable requirements of the National Motor Freight Classification, Uniform Freight Classification, and Department of Transportation regulations. MARKING: All unit, intermediate, transport packages and unit loads shall be marked for delivery to civilian activities in accordance with the FED-STD-123G, dated June 6, 1997, or marked for delivery to military activities in accordance with MIL-STD-129N, dated 15, May, 1997, as applicable.
