- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for the MSFC 2002 Great Moonbuggy Race/Competition. Students participating in the 2002 Great Moonbuggy Race/Competition are required to design a vehicle that addresses a series of engineering problems that are similar to problems faced by the original Moonbuggy team. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the services from The U. S. Space and Rocket Center (USSRC), Huntsville, Alabama pursuant to FAR 13.106 for acquisition of supplies or services determined to be reasonably from only one source. The USSRC's grounds present an emphasis on space and space exploration. The setting includes objects from the Apollo missions to the moon and a simulated lunar surface. The moonbuggy race course will cover a half-mile simulated lunar terrain course including craters, rocks, lava ridges, inclines and lunar soil and will run through the middle of the USSRC's exhibits providing a realistic simulated surface for the race and an overall space environment for the event. No other facility exists within several hundred miles of the Marshall Space Flight Center with the same exibits and emphasis on space. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 8, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
