Description
The U.S. Agency for International Development, West Bank & Gaza Mission (USAID/WB|G) seeks the services of American companies in providing design/build services for the design and construction of potable water transmission lines and storage facilities west of Hebron. The facility will include approximately 40 km of 250 to 400 mm ductile iron pressurized pipeline, approximately nine storage tanks, and associated chambers, meters, valves, chlorination systems, and other appurtenances. USAID is now preparing preliminary designs, approximately 30% complete. One design/build team will be selected for the entire project. The selection process will follow the procedures in FAR part 36.3 -- two-phase design build selection procedures: a request for qualifications and a request for proposals (RFP). The request for qualifications will be made available to all firms responding to this announcement on or about February 28, 2002. Qualifications will be evaluated to determine the ability of the design/build team to plan, construct and control this project. Three to five (3-5) offerors will be short-listed and asked to respond to the RFP. The proposals will be used to select a team to provide a quality product, on or ahead of schedule, for a firm fixed price. It is anticipated the contract will be awarded by September 2002, with the forecasted project duration of 18 months. USAID is seeking design/build teams that are committed to quality, have proven experience in the design and construction of large water transmission and storage systems, will bring innovative design/build approaches to ensure timely and quality completion, and are willing to partner with USAID for the mutual success of the project. USAID encourages the participation to the maximum extent possible of small business concerns, small disadvantaged business concerns and women-owned small business concerns in this activity as the prime contractor or as subcontractors in accordance with Part 19 of the FAR. This is a USAID funded project. USAID reserves the right to cancel the project with written notice to the firms responding to this announcement. The preferred method of distribution of USAID procurement information is via the Internet or by request of the solicitation on a 3.5 floppy disk (Word 97 format). If you require a copy in paper form of the solicitation, you must specifically ask for it, but you will not receive both a copy in paper form and a floppy disk. Receipt of this RFP through the Internet must be confirmed by written notification to the contact person noted below.
