- PLEASE NOTE: THE INFORMATION CONTAINED IN THIS SUBMISSION IS IDENTICAL TO THE INFORMATION SUBMITTED UNDER SOLICITATION NUMBER SB1341-02-Q-0215 ON FEBRUARY 1, 2002. DUE TO TECHNICAL DIFFICULTY, THE ORIGINAL SUBMISSION IS NOT SHOWING UP ON THE SCREEN. ***************************************************** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-03 effective December 27, 2001.***The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all interested offerors may submit a quote.***The National Institute of Standards and Technology (NIST), has a requirement for one (1) Microscope Cryostat System, suitable for mounting in any position (vertical, horizontal) on various materials-science microscopes.***All responsible offerors shall provide a quote for the following line items: LINE ITEM 0001: Quantity one (1) each Continuous Flow Optical Cryostat System for microscopy with sample in-vacuum with the following required specifications: (1) He or Nitrogen capabilities, temperatures from at least 4.2K to 450K with helium, or 80K to 450K with nitrogen; (2) Initial cooldown time 15 minutes or faster; (3) Fast sample exchange time; (4) Nominal vibration amplitude 25nm or less; (5) Front window with diameter 0.4 inches or larger, and thickness 0.5mm or thinner; (6) Front window to be high-transmission from 350 nm to 1um; (7) Sample holder to be mounted 2.0mm behind outside surface of window; (8) Sample chamber capable of holding vacuum while valved off and without cryogen; (9) Positional drift: +/-50 nm in 5 minutes (or better), +/-150nm in 30 minutes (or better); (10) At least one position in which a feedthrough for addition wires or vacuum gauge can be installed; (11) Wires needed for thermometer and temperature control provided; (12) DRAWINGS SHALL BE SUMBITTED FOR FINAL APPROVAL BY NIST BEFORE THE SAMPLE CHAMBER IS FABRICATED. ***LINE ITEM 0002: Quantity one (1) each Temperature Controller with the following required specifications: (1) RS-232 Interface; (2) 50 mK stability at sample; and (3) all necessary cables.***LINE ITEM 0003: Quantity one (1) each, Dewar. 10L capacity liquid nitrogen dewar.***LINE ITEM 0004: Quantity one (1) each Mechanical Pumping Station with the following required specifications: (1) Mechanical Pump station with at least 7cfm 2-stage rotary vane pump; (2) Liquid nitrogen cold trap with isolation valve; (3) Vacuum gauge; (4) 5' or longer flexible pump line. NOTE: An oil-free pump system is also acceptable as long as throughput and base pressures are similar to a 2-stage rotary vane pump. A liquid nitrogen cold trap should still be provided.***DELIVERY SHALL BE FOB DESTINATION. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.***Award shall be made to the offeror whose quote offers the best value to the Government, technical, price, and other factors considered. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical and Past Performance, when combined, are more important than price. Evaluation of Technical Capability shall be based on the information provided in the quotation.***Offerors shall include the make and model of the products, manufacturer sales literature or other product literature which clearly documents that the offered products meet or exceed the specifications stated above.***Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10). Offerors shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold.
