This action is pursuant to 41 USC 253 (c) (1) and under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. Such a system shall expedite and improve protocol development and implementation, data collection, date and safety monitoring, and regulatory compliance. This computer based system offers a range of services which are essential for out clinical research. These services shall provide the NINDS researcher with the ability to: 1) analyze clinical protocols with regard to study design and outcome measures; 2) customize and design Case Report Forms; 3) monitor data for accuracy and consistency and generate custom reports and export data to statistical programs for analysis and incorporation into existing research databases; 4) generate audits and reports for the FDA, IRB and other regulatory body; and 5) familiarity with issues relating to neurological disorders and the neurological examination. They have extensive experience in protocol design and study implementation and they are familiar with FDA, NIH and other Federal regulations. Kunitz and Associates have proprietary Smart Study System that can easily and quickly be adapted and customized for NINDS protocols. Kunitz and Associates Inc., is the only source known by NINDS investigators that can provide a computer-based system that can satisfy the Government's requirement. This is not a request for a competitive quotation, however, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. Information furnished shall be in writing and shall contain sufficient detail to allow NINDS to determine if the party can meet the requirement. Capability statements must be received in the Contracting Office by 1:00 PM EST on February 12, 2002. If you have any questions, please contact Malinda Holdcraft, Purchasing Agent on (301) 402-4509.
