- NA The Product Manager-Soldier Equipment (PM-SEQ) at the Soldier and Biological Chemical Command, Natick, MA is conducting a market investigation to identify domestic products, suppliers and manufacturers of Petroleum, Oil, and Lubricant Handler Glove System (PHGS). The capability of this glove may be one item or modular system that has components that will compliment climates according to Army Regulation 70-38 (full range of climates). The PHGS must be a commercial off the shelf (COTS) item that will not require additional research and development. The following capabilities are critical requirements: (1) The PHGS shall provide environmental protection in temperature ranges ?25 degrees F to 120 degrees F for at least 15-30 minutes in duration while condu cting Petroleum, Oil and Lubricant (POL) operations. (2) It shall provide complete protection from POL products on the hands, wrists, and up to the middle of the forearm. (3) Provide tactility, dexterity, and grip that allow POL handlers to perform all r equired functions: to grip and operate all types of hoses, nozzles, pump controls, couplings and valves, push buttons, and flip switches in all kinds of weather and field conditions. In addition the PHGS shall also be compatible (with minor modification s) with all cold weather clothing (e.g. Extended Cold Weather Clothing System (ECWCS)), Joint Service Lightweight Integrated Suit Technology (JSLIST), and Joint Firefighter Integrated Response Ensemble (JFIRE). The design of the PHGS must maximize soldier protection, safety, comfort, and user acceptance. A total of three sizes shall properly fit the central 90% of the military population based on the 5th percentile female through the 95th percentile male soldier hand measurements. The PHGS shall have a m inimum service life of 120 days and have a minimum shelf life of 5 years without being affected by mold, fungus, rot, etc. The PHGS shall provide flame resistant properties to flash fires that may occur in POL operations. It is also desired that the PHGS in its cold weather system configuration pass the NFPA 1971 (1997) Edition Protective Clothing for Structural Fire Fighting/Thermal Protective Performance Testing. The HPGS shall resist degradation to the glove material fibers by POL products JP4, JP5, J P8, DFA, DF1, DF2, DFM, MOGAS, JET-A, and JET-A1 during POL operations over 120-day period. Commercial PHGS must meet the OSHA MH requirements for handling JP8. Final glove will be in green or black and it shall not require any special logistical consid erations, instructions for use, care, and storage. Any instructions required will be published in an instruction sheet that, if possible, can be sewn to the inside of the glove. All safety hazards associated with the operation, maintenance, transportati on, storage, and handling of the PHGS shall be eliminated or reduced to an acceptable risk level. Any potential health hazards shall be identified. Interested firms are requested to submit information on their product(s) within thirty (30) days following the publication of this synopsis. Interested sources shall include information detailed in the CBD Note 25 regarding a firm?s experience, personnel, and facilities. Information should include, but not limited too, product cost, technical information (e. g. physical properties, performance characteristics, test methodology (e.g. ASTM, UL), certification/compliance (NFPA, ANSI/OSHA), material identification, and MSDS), illustrations and designs, color availability, warranty terms, relevant company backgroun d/experience, ISO 9000 certification, and any other information that the company believes demonstrates the value of their product(s) and ability to meet the requirements. Companies are also encouraged to submit samples for evaluation. Any information/sam ples submitted will not be returned, and no payment will be made by the Government for such samples.
