Description
The Bureau of Reclamation, Hoover Dam, Boulder City, Nevada, = intends to negotiate on a sole source basis with Applied Analysis & = Technology, Huntington Beach, California. For mechanical and = metallurgical engineering consulting services relating to the redesign = of the theater turntable caster assemblies at the Hoover Dam visitor = Center. Since the Visitor Center at Hoover Dam was substantially = completed in May of 199, operations and maintenance personnel at the = Visitor Center have experienced repeated and lengthy periods of downtime = of the theater turntable resulting from repeated failures of the caster = assemblies up which the theater turntable bears and revolves. At least = 13 of the 61 caster have failed to date, a failure rate of approximately = 21%. The Government has established, and the visitor Center construction = contractor has conceded liability to the Government for, latent defects = in the design the caster assemblies. However, the contractor has refused = to remedy the defects in any manner other than paying damages. Hoover = Dam management has determined that it is crucial to return the theater = turntable to operation, in order to provide adequate service to = visitors, who are no longer allowed to enter the dam and power plant. = Accordingly, it is necessary redesign the replace all 61 caser = assemblies under the turntable to return the facility to commercial = operation with a reasonable certainty of long-term use with minimal = downtime. This procurement will be awarded using Simplified Acquisition = procedures. The anticipated award date is February 15, 2002. Offers = shall show contractor's capability to provide the required work and = quotes are to be submitted no later than February 13, 2002 4:00 P.M., = PST .
