Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation N61339-02-T-0020 is issued as a request for quotes and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-27. This is not a small business set aside. FAR Part 19 does not apply to "Not for Profit Educational Institutions." FAR 19 will apply to For Profit Educational Institutions. NAICS Code for this solicitation is 611519, with a size standard of $5.0M. The FSC number is U009. This effort will be accomplished within the framework of a Firm-Fixed-Price (FFP) commercial agreement for a five year period. The following is required. The objective of this acquisition is to obtain proficiency training in the Cisco Networking Academy Program (CNAP) courses. The CNAP shall be the Cisco approved commercial course of instruction using the Navy unique course requirement; that is, semesters 1 through 4, compressed into 12-weeks/240 hours, class size is 16 students. This requirement is for contractors capable of providing college credit via their transcript for instruction received in the CNAP courses. For the remainder of FY 02, the Navy will provide the instructor for two classes starting April and July 2002. The Contractor will enroll the student, provide the Cisco Certified Network Associate (CCNA) certification exam and certificate, and college credit for those passing the exam to include a transcript reflecting the credit received.. The transcript shall be available to the student upon request per the contractor's standard administrative procedure. In addition, the contractor shall provide a training status report at completion of the CCNA examinations. The report shall identify the class, certification exam date, and number of students tested and number who passed the exam. Commencing October FY03 through March FY 07, the contractor shall provide four Cisco approved Cisco Networking Academy Courses of instruction (one per quarter) at the Fleet Training Center Norfolk, VA, commencing early in the quarter. The Government shall provide classroom and training equipment at Fleet Training Center, Naval Base, Norfolk, VA. Instructor workspace will also be provided, and on a limited basis, copier access and a computer suite (including hardware, software, computer maintenance, e-mail and Internet access) and other GFE/GFI as appropriate to the performance of instruction being provided. The contractor shall enroll each student, provide all student materials, and shall provide a transcript reflecting the credit received for the CNAP/Cisco Academy training commensurate to the 240 hours of instruction. The Contractor shall adhere to the class times/lengths allocated for the CCNP as configured to meet Navy daily schedules. Classes shall be conducted Mondays through Fridays excluding Government Holidays. Class scheduling is based upon a four-hour instruction day for 12 weeks. There will normally be a week between classes for post class administration and preparation for the next class. Any additional convenings will be negotiated with the contractor prior to class start. The contractor shall maintain sufficient qualified instructor force to cover scheduled training. In addition, the contractor shall provide monthly training status reports, which identify the class, class start date, the number of students enrolled in the class, number of students who passed the course and examination, any curriculum change recommendations, and reports of any trips taken in support of navy requirements. The report would identify the traveler, where visited and dates, purpose and results of the trip. The report shall be in vendor format, submitted the first Monday of each month. Navy Base passes shall be required for the contractor's instructors. The contractor's instructors shall officially request base passes from the Norfolk Navy Base pass office at: 9040 Hampton Blvd, Norfolk, VA 23505, (757) 322-2978. Contractors should submit their proposal in accordance with FAR 52.212-1 and include the following: (1) College Credit. Identify the number of credit hours to be earned and toward what academic field. Identify your process to register the Navy students and your process for providing or making a college transcript available. (2) Instructor Qualification. Identify how your proposed instructor(s) meets your institution's Governing accreditation and certification standards and requirements and provide CISCO certificate for this type training. Identify your plan to maintain a close partnership with the Navy to meet the Navy instructor qualification requirements. Identify your approach for having your instructors receive training in Navy Core values and sexual harassment that meets Navy Regulations and the guidelines of the LTA Manual for Non Traditional Training (NTT) sites. (3) Cisco Certified Network Associate (CCNA) Certification. Identify if your institution is Certified by Cisco to administer the CCNA examinations and provide a copy of the Certification. Identify your plan to provide the CCNA examination to Navy students who pass the course, and how you will complete the certification documentation process for each Navy student passing the exam. Provide your pass/fail ratios for CISCO certifications for at least the past two years. (4) Institution's Accreditation. Submit a copy of your accreditation status . If your accreditation is pending, so state and identify the date anticipated (Note that upon award of/entering into an agreement with the Navy, a copy of your accreditation letter or form must be sent to the Navy?s Local Training Authority (LTA)). (5) Instructor Resources. Identify additional instructor resources from which to use for normal training schedules and possible additional class convening(s). Identify whether or not you have these instructors on staff or propose to provide instructors possessing the academic and experience qualifications required for maintaining your accreditation and certification status. Identify the estimated manning level you consider adequate to meet the estimated class schedule and training throughput. (6) Class Convenings. Identify whether or not your institution can meet the FY02 certification and college credit requirement for two classes. Identify if/how you can meet the Oct FY03 through March 07 requirements of a class per quarter. Identify your strategy/ approach to how you will prepare for and commence training of Navy students in the Cisco Academy course. Include the necessary instructor qualification schedule/timing and interface with the Navy LTA and NAWCTSD PJM prior to commencement of classes and your plan for reporting of class status/attendance and student certification status. 7) Provide price information as follows: CLIN 0001, FY02, contractor to enroll students, administer CCNA exam, provide certificate and college credit, and submit reports. Price per class, total for two classes (Apr and Jul). CLIN 0002, FY03 (Oct 02 to Sep 03), contractor enroll students, provide course materials, teach the course, administer the exam, provide certificate and college credit, and provide monthly reports. Price per class. Total for four classes. CLINs 0003 through 0005 for FY 04 through FY 06, the same as CLIN 0002. CLIN 0006 will be two classes from Oct 06 to Mar 07. Identify how this price compares with your regular student?s tuition. Identify your cancellation policy in the event the Navy cancels a class prior to its convening ate. Technical, past performance and price proposal should not exceed 10 pages in length. The following FAR/DFARS provisions and clauses apply to this acquisition: FAR 52.212-1; FAR 52.212-2 - the following evaluation factors apply: Technical capability and past performance when combined will be considered of equal importance to price in determining the best value to the Government. Technical factors are College credit, Contractor?s technical capability, Instructor Qualifications. Past performance is considered slightly less important than technical. Past performance combined with technical is considered as important as price. FAR 52-212-3 (if your institution is Not for Profit disregard paragraph (c) otherwise the following paragraphs apply: (b), (c) (1)(2)(3)(4)(5); (d); (e); and (h). FAR 212-4 (paragraph (i) - payment will be by credit card). FAR 212-5. DFARS 252.212-7000, and DFARS 252.212-7001 (the following applies: 52.203-3, 252.225-7027, 252.225-7028, and 252.243-7002).
