Description
This requirement is for the procurement of a construction company to provide all supervision, labor, materials and equipment necessary to replace cooling and preheat coils on Air Handler Unit #1, replace shut-off valves and pneumatic control valves with actuators on closed loop zones located in Basement Chiller room of Huntington Federal Building, 502 Eighth Street, Huntington, West Virginia. Each of the following four phases to be priced separately with a total for all four phases. Work is to be performed after working hours and on weekends. Draining and refilling of the circulating water system will be performed in such a manner to remove as much air as possible from the system upon refilling the system. Work is to be coordinated with the GSA maintenance foreman. PHASE ONE (replace coils) 1. Remove asbestos-containing material (ACM) approximately 9 feet by 17 feet section of material on the East Side and approximately 9 feet by 22 feet section of material on the West Side of AHU #1. Remove asbestos-containing material (ACM) from cooling and steam pipes serving AHU #1 to a point as determined by the GSA Maintenance Foreman. Point of removal on pipes will be marked. 2. Remove asbestos-containing material (ACM) from circulating loop as marked to expose shut-off valves and control valves. All of this piping is situated in a 12-foot by 12-foot area. 3. Removal of asbestos-containing material on air handler unit will be performed on weekends in such a way that removal will commence when the unit is turned off on Friday evening and completed with a satisfactory air clearance by the start of the next regularly scheduled work day. 4. Contractor is responsible for all removal and disposal of hazardous material including the monitoring and sampling as specified by OSHA regulations. 5. Contractor is to observe all federal, state, and local codes pertaining to hazardous material handling and disposal. 6. Written reports of all sampling and monitoring to be provided to GSA, Charleston Field Office. Remove existing cooling and preheat coils on Air Handler #1 to include isolation valves, control valves, steam traps, strainers, and check valves. 7. Remove existing cooling and preheat coils on Air Handler #1 to include isolation valves, control valves, steam traps, strainers and check valves. 8. Work is to be coordinated with the GSA maintenance foreman in such a way to permit normal operation of air handler equipment during normal working hours. 9. Contractor to furnish and install (6) cooling coils and (6) preheat coils on air handler #1. Performance rating shall meet or exceed the rating of the existing coils. Fin Material?????..?.. 0.010 minimum thickness Aluminum Tube Material??????. 0.625 dia., 0.049 minimum wall Copper Inner Tube Material/steam?..Copper Header Material?????...Type (K) Copper Coil Casing???????.. 16/16 Stainless Connections???????..Steel MPT with field installed flange. 10. Each cooling coil shall have (2) isolation valves, (2) thermometers, (1) vent valve, (1) drain valve, and (1) condensate pan with adequate drainage piping. 11. Each steam coil shall have (2) isolation valves, (1) steam trap, (1) strainer, (1) check valve, and (1) vacuum breaker. 12. Furnish and install steam traps, isolation valves, strainers, and check valves on the steam headers of each side of air handler as necessary. 13. Furnish and install (2) valves with pneumatic actuator on the preheat coils (1 for each side of air handler). 14. Submittals of all material to be approved by the maintenance foreman before application. PHASE TWO (replace zone shut-off valves) 1. Remove existing shut-off valves on the zones of the closed water circulating system. The north, south, and east zone have two valves each and the west zone has four valves for a total of ten valves. 2. Furnish and install shut-off valves on closed loop circulating zones to replace existing valves. 3. Valves shall permit positive shut-off in either direction 4. Valves shall be installed to permit valve operation from floor level. Nine of the ten existing valves are positioned for floor operation. 5. One valve on the east zone shall be relocated to permit operation from floor level. PHASE THREE (replace zone control valves) 1. Remove (6) 3 inch 3-way mixing valves and actuators on closed water circulating loop. 2. Furnish and install (6) 3 inch 3-way mixing valves and actuators on closed water circulating loop. 3. Replace 4 inch steam shut-off valve on header at air handler. PHASE FOUR (reinsulate) 1. Install 1 ?-inch FSK 3-pound density block insulation to insulate the sides of Air Handler #1. 2. Insulation shall be pinned to air handler and cloth covering applied with palm grade or equivalent vimasco suitable for painting. 3. Reinsulate all piping, valves, and fittings pertaining to the work area as needed. 4. Insulation jackets to be used on tee?s, 90?s, and valves and jacket material approved by GSA Maintenance Foreman. WORKING SCHEDULE 1. Work is to be performed after working hours and on weekends. 2. All work is to be coordinated with the GSA maintenance foreman. 3. Some preliminary work may be performed during working hours. This announcement also constitutes the synopsis of the pre-invitation notice. A Pre-Proposal Meeting will be held on February 14, 2002 @ 10:00 A.M. at the Sidney L Christie U.S. Federal Courthouse, 845 5th Avenue, Room 315, Huntington, West Virginia.
