Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number MDA412-02-Q-0003 is being issued as a Request for Quotation and incorporates provisions and clauses in effect through Federal Acquisition Circular #01-03. This solicitation is for NAICS code 421910 and 339920. The components will be used by Department of Defense Dependents Schools throughout Europe to insure that all football helmets and shoulder pads worn by participants in DoDDS-Europe are 100 percent safe for use in sports based on cerification by the National Operating Committee Standards for Athletic Equipment (NOSCAE) per the statement of work below. STATEMENT OF WORK: I. SCOPE OF WORK The contractor shall furnish non-personal services to insure that all reconditioned football helmets and shoulder pads worn by participants in DoDDS-Europe are 100 percent safe for use in sports. These services shall be performed as set in the Statement of Work to ensure that all reconditioned helmets and shoulder pads provided under this contract are certified for use as prescribed by the National Operating Committee Standards for Athletic Equipment (NOCSAE) established in 1987. II. RECONDITIONING OF FOOTBALL HELMETS The reconditioning of the helmet will include the removal of all existing paint and the painting of the helmets with original manufacturer approved paints only. The helmets are to be painted with the specified school colors and are to be buffed and polished. The reconditioning of the helmets will also include cleaning, sanitizing, inspection for visual defects, replacements of nylon or metal rivets, and snaps or Velcro where needed. Jaw pads will be added or replaced as required. Testing and certifying will be accomplished as set forth in the NOCSAE standard. Additionally requirements for the air helmets will include tank testing of airliners and replacements of defective valves or Velcro. In addition, the helmets will require the removal and reinstallation of cages. The reinstallment of the cages should be a brand new NOCSAE approved facemask on each reconditioned helmet. Also, every reconditioned helmet should have a brand new 4-point standard high hookup or low hookup. Note: All replacement parts shall be NOCSAE original equipment manufacturer approved parts only. III. RECONDITIONING OF SHOULDER PADS The reconditioning of shoulder pads will include cleaning and sanitizing; all repair and parts, such as riveting, sewing, replacing buckles, springs flaps, snubbers; replacing neck and collars; and adding new strapping and hardware. Note: All replacement parts shall be NOCSAE original equipment manufacturer approved parts only. IV. RECEIPT OF EQUIPMENT FROM DoDDS SCHOOLS DoDDS Europe schools will send the helmets and shoulder pads to the successful contracts via parcel post or other air transportation means. Vendor will acknowledge receipt of the materials from the DoDDS Europe schools and will provide this information to the DoDDS Europe Procurement Office (DEPO) located in Mainz-Kastel, Germany. V. EVALUATION OF EQUIPMENT RECEIVED FROM DoDDS SCHOOLS The Contractor will make necessary evaluation on the condition of helmets and shoulders pads on their economical repair. The contractor shall document the specific reason for each piece of equipment that has been determined uneconomical to repair. The contractor will provide this information to DEPO and will coordinate with DEPO concerning the disposition of helmets and shoulder pads that have been economical to repair. The point of contact at DEPO will be provided at the time of award. VI. SHIPMENT OF RECONDITIONED EQUIPMENT TO DoDDS EUROPE SCHOOLS The contractor shall ship the reconditioned equipment back to the school via CERTIFIED PRIORITY MAIL. A packing slip or invoice shall be included in all shipment containers, which specified the quantity received, quantity returned and quantity determined uneconomical to repair. The contractor shall also provide a copy of all invoices to the specified point of contact at DEPO. VII. DELIVERY SCHEDULE All reconditioned equipment must be returned to the individual schools no later that 15 JULY 2002. It is anticipated that materials will arrive at successful contractors facility no later than 01 APRIL 2002.
