DESCRIPTION AND LOCATION (a) Description. The vehicles will be used to transport personnel, tools, equipment, and materials, and will be operated on roads ranging from paved highways to narrow unimproved roads. Many of these vehicles will be used to a considerable extent on gravel, dirt and undeveloped roads having a substantial amount of rocks, brush and other debris. (b) Location. The vehicles will be used by the various units on the Nez Perce National Forest. The Government reserves the right to transfer vehicles between units as needed. The point of hire and release will be at the Forest Headquarters (Warehouse yard) in Grangeville, Idaho. Business hours for the Warehouse yard are 7:00 am to 3:30 pm, Monday through Friday. TECHNICAL SPECIFICATIONS VEHICLE SPECIFICATIONS All vehicles must comply with applicable Idaho State laws. The Contractor shall furnish vehicles as specified in the Schedule of Items in accordance with the following specifications: (a) All vehicles offered shall be no older than 5 model years, including the current model year, and each vehicle shall have no more than 50,000 miles at the time of delivery. (b) Minimum Vehicle Specifications (1) Minimum Specification Chart (See Next Page). Required **** N/A N/A N/A N/A N/A N/A N/A ** Manual Transmission with a minimum of four speeds; or automatic transmission with a minimum of three speeds will be required (unless otherwise specified in the Schedule of Items). *** Tires ? Tires shall have at least 80 percent useful tread life remaining at the time of delivery. No mixing of travel type or design will be acceptable. **** Diesel engines WILL be acceptable, unless clearly identified as not acceptable. MISCELLANEOUS: GVWR Minimum and Maximum range is used to assist Government personnel when requesting vehicles. Bidders should also use this as a guide when filling a request. Minor variations will be approved by the Contracting Officer (i.e., Class A vehicle with a GVWR of 5420 instead of 5400). (2) All vehicles shall also meet the following minimum general requirements: (i) Spare tire with wheel attached to vehicle with factory mounting bracket. (ii) Tools - appropriate lug wrench and jack with handle. (iii) Seat belts - one for each person the vehicle is designed to carry. (iv) Exterior rear view mirror - two low profile-type required on all vehicles except sedans which are required to have one exterior mirror. (v) Three disabled vehicle warning reflectors for all vehicles. (vi) Fire Extinguisher - minimum 2-1/2 pound CO-2 or dry chemical securely mounted in the cab. (vii) Pre-use service and inspection on new vehicles and complete service on other vehicles prior to delivery to the hire point. (viii) Proper and complete warranty documents to accompany vehicles which are under warranty. (ix) Hub caps shall not be furnished. (x) Vehicle keys - two complete sets. (xi) Interior and exterior of vehicle shall be clean at time of delivery and release. Contractor shall have removed all stickers, descriptive material, and price information from vehicle windows prior to delivery. (xii) Tire chains - one set (unless two sets are specified in the schedule of items) of the correct size and type for the tires provided. (xiii) Cooling system shall be protected with antifreeze to a minimum temperature of -10 degrees fahrenheit. (c) Additional Requirements If Specified In The Schedule of Items: (1) Safety Screen - Shall be ceiling high, bolted to the floor and sides of the cab immediately behind the rear seat. The screen shall be constructed to prevent cargo from entering the passenger compartment. (2) Canopy - Enclosed shell-type pickup canopy which covers the entire box, is within 6 inches of being even with the top of the cab, and is securely fastened to the pickup. It shall be waterproof, have side windows and be equipped with a lock (with two sets of keys) to secure the door. (3) Tool Box - Metal, plastic or fiberglass utility tool box, mounted on the pickup at the rear of the cab, which opens on both sides with sliding tray. Tool boxes which hang more than 12 inches below the top of the pickup box or which mount on the floor of the box are NOT acceptable. (4) Total Fuel Capacity - Minimum 30 gallons. (5) Locking Fuel Tank Cap. (6) Weight Distribution Receiver-Type Hitch, Class IV - Trailer towing hitch for towing up to 10,000 pounds gross trailer weight, with a minimum 1000 pound tongue weight capacity. A frame-mounted hitch will be required with an under-vehicle receiver extending even with the rear bumper. This receiver shall measure inside dimensions of 2" x 2". The Contractor shall install the hitch with a minimum of six 1/2" bolts, three on each side. The hitch shall be equipped so that the Government can attach trailer safety chains. (i) If necessary, the spare tire shall be removed and re-installed in the vehicle box. (ii) The vehicle shall be equipped with an electronic-type brake controller with a 2-axle capacity and a 7-prong flat-bladed socket wired to trailer towing standards. (iii) The Government will furnish and install the remaining necessary hitch parts. These items will be removed by the Government prior to release of the vehicle to the Contractor. (8) Trailer Towing - Vehicle shall be equipped for towing trailers up to 2,000 pounds gross weight. This shall be a Class I bumper-type hitch. The bumper shall be suitable for mounting a ball with a shank size of 5/8 inch. The Government will furnish and install the trailer ball and light connectors. These items will also be removed by the Government prior to release of the vehicle. (9) Rear View Mirrors - The Contractor shall install two large low-profile exterior rearview mirrors. Mirror size shall be approximately 64 square inches. (10) Pickup Truck Box Liner, Installed - Liner shall be an over-the-rail type with tailgate protector which also protects the top of the tailgate. (11) Camper Tie Downs: Vehicle shall be equipped with four camper tie downs to be used for securing a standard eight foot camper to the bed of the vehicle. (12) Heavy Duty Tires: Must be light truck (LT) rated tires. P-rated tires WILL NOT be accepted. 1. For 1/2 ton rated vehicles with 15" tires, the minimum acceptable tire will be a LT rating with a D range. 2. For 3/4 ton thru 1 ton rated vehicles with 16" tires, the minimum acceptable tire will be a LT rating with an E range. (13) Pickup truck box must be a full size (8' long) box. OPERATING SUPPLIES, MAINTENANCE AND REPAIRS (a) The Government will furnish operating supplies and routine maintenance necessary to operate each vehicle for the purpose for which rented, with the exception that tires, tubes, and batteries requiring replacement through normal use of the vehicle shall be furnished by the Contractor at no cost to the Government. If the vehicle is unavailable for use due to the necessity of replacement of those items, rent will not accrue for the day(s). (b) All repairs, excluding damages covered under FAR clause 52.228-8, shall be the responsibility of the Contractor. Should the need for repairs develop, the Government will notify the Contractor and the Contractor shall (1) have the vehicle repaired at his expense; (2) authorize the Government to make the repairs locally, the cost of which will be deducted from the Contractor's payment; or (3) provide a replacement vehicle. Such repair or replacement shall be accomplished within three (3) calendar days following notification. The maximum allowable expenses for loss, damage or destruction shall be an equitable amount agreed to by the Contractor and the Contracting Officer. Beginning with the calendar day following notification, the Government will make no payment until the vehicle is returned to service. (c) The Government may make necessary emergency repairs of less than $100.00 and deduct the cost from the Contractor's payment. If repairs are covered by a new car warranty, the Government will have work done at a facility authorized to do warranty work if possible. REPLACMENT EQUIPMENT Contractors replacing or substituting equipment under this contract shall obtain the approval of the Contracting Officer in advance. SPECIAL CONTRACT REQUIREMENTS ORDINARY WEAR AND TEAR Vehicles are subject to operation over narrow, unimproved dirt and/or gravel roads, through mountainous timbered areas where brush scratches, paint chips and minor dents may occur to bumpers, body (to include the interior of pickup boxes) and trim. Windshield may be chipped by gravel. Vehicle interiors are expected to receive moderate wear. This type of damage shall be considered "ordinary wear and tear" and the Government shall not be liable for such ordinary wear and tear. For purposes of this contract, the term "ordinary wear and tear" shall include, but not be limited to, types of damage described herein. (a) Dents or scratches inside the pickup box that do not deform the exterior painted surfaces, dents or scratches to the box floor, the inside of the tailgate, and wheel wells, will be considered normal wear and tear unless they are over 1/2 inch in depth. (b) Dents in the body or outside of the box which are under 1/8 inch in depth and 1/2 inch in any other dimension will be considered normal wear and tear. (c) Bumpers with dents 1/2 inch or less in any dimension; bumpers that have been bent 1/2 inch or less; and bumpers with scratches will be considered as normal wear and tear. (d) Paint scratches (including brush scratches) that are not through to the metal, and all paint chips less than 1/4 inch in the greatest dimension will be considered normal wear and tear. (e) Collision damage resulting from vehicle accident is not considered "ordinary wear and tear". (f) Glass damage such as minor rock pits and "oyster shell" or "moon" chips that do not have cracks extending away from the chips and are less than 1/2 inch in diameter will be considered normal wear and tear unless the driver's visibility is obscured. The driver's visibility will be considered obscured when the damage, other than minor rock pitting, lies with the area swept by the left (driver's side) windshield wiper blade. (g) Nonrepairable sidewall damage to a tire, which makes the tires nonserviceable, will not be considered normal wear and tear. Contractors are encouraged to have a representative, with authority to act on the Contractor's behalf, attend the post-inspection (release inspection) of the vehicle(s). VEHICLE DAMAGE CLAIMS If a vehicle(s) incurs damage and Contractor considers the damage to be other than "normal wear and tear" as defined in Ordinary Wear and Tear, the Contractor may submit specific written claims for damage in accordance with the disputes provisions of the contract and this clause. The Contractor has the burden of proving that any damage claimed is other than normal wear and tear, that such damage is solely attributable to the fault of the Government, and that the amount claimed represents the actual damage (cost) incurred. Claims against the Government for damage to rental vehicles must be submitted and fully supported. (a) Claims must be submitted in writing and must be substantiated by proper pre-use and release inspections. Unsubstantiated claims will be denied. (b) A repair estimate must be furnished in support of the amount claimed. If the amount is over $250, two repair estimates from different repair shops must be approved. (c) Photos, accident reports, witness statements, or other supporting evidence shall be furnished, if reasonably available. INSPECTION AND ACCEPTANCE ADDITIONAL INSPECTION AND ACCEPTANCE REQUIREMENTS (a) Inspection and Acceptance (1) Inspection. The Government and the Contractor will jointly inspect the vehicle(s) at the time delivered to the point of hire and again when released. Pre-use and release inspections will be documented and signed by the Government inspector and the Contractor. It is especially important that any damage for which compensation may later be claimed be thoroughly described on the release inspection and supported by photographic or other evidence (such as accident reports or witness statements), if available. Unless mutually agreed to, additions or modifications to the release inspection will not be allowed after the Government and Contractor representatives have signed the inspection form. See Exhibit 1 in List of Attachments for a sample of the vehicle inspection form. (2) Acceptance for Use. Any vehicle determined not to be in good condition or properly equipped will be rejected. No rental will accrue on rejected vehicles. The Contractor shall, within 4 calendar days after notification by the Contracting Officer of the specific deficiencies, either correct the deficiencies or provide a vehicle that meets specifications. (3) Operation of Vehicles. Government license plates will be installed on each vehicle. The operation of the vehicle, throughout the contract period, will be subject to the same rules and regulations as are applicable to the operation of like Government-owned vehicles.
