Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with K Systems, 1805 Rohersville Road, Brownsville, MD 21715 to obtain the services of Lawrence Kaetzel. The purpose of this procurement is to maintain, enhance, and extend an existing NIST website in which the Solar Spectral Ultra Violet (UV) and auxiliary Weather Factor Data are stored and analyzed. A preliminary database exists for two sites. Six sites recently added to the network must have data funneled into the Solar Spectral UV website located at NIST. Each site has different attributes. Objectives of this requirement include resolution of data collection interface problems related to getting all eight sites connected to the web, extension of analysis capabilities of the website to allow an end-user to reanalyze and graphically display the stored data using user derived models, and to make the storage, retrieval, and analysis of the stored data transparent to a diverse user community. The proposed contractor, Mr. Kaetzel, possesses 37 years experience in the development of scientific computer software, laboratory automation, and design, installation, and administration of computer networks. He possesses a breadth of experience and recognition in the development of expert systems for the construction, concrete, and coatings industries to accomplish the scope of work. Additionally, he is author of numerous publications in these fields. The NAIC is 541710. The size standard is 500 employees. A firm fixed-price purchase order is anticipated. The period of performance shall be one year from the date of award. Interested parties may identify their interest and capability to respond to the requirement, in writing, however, this notice of intent is not a request for competition. The Government will consider all responses received by the closing date. Any written responses to this synopsis must contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation is not available.
