Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Infrared Laboratories for a custom-made Dewar System. It is essential that the dewar be an exact replica of the other three systems NIST currently has in their on-going project. NIST has developed custom refrigeration units, sensor mounts, flexible wiring, EMI shielding, and custom electronics for these systems. No other system will be considered for compatibility reasons. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. The award decision will be based upon the best value to the Government, with technical merit, past performance and availability being significantly more important than price.
