Description
The National Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Georgia Institute of Technology for the construction of a 15-lpm particle into liquid (PILS) to be used by scientific staff from NOAA's Pacific Marine Environmental Laboratory (PMEL) for the semi-continuous (15-minute averages) speciation of ambient aerosol. In addition, Georgia Institute of Technology will provide training to NOAA/PMEL scientific staff on the operation of the instrument and will provide technical support during a one-month deployment at a ground site and a second one-month deployment on board the NOAA RV Ronald H. Brown. Scientists from the Georgia Institute of Technology will collaborate with scientists from NOAA/PMEL in the analysis of the data from these deployments and the publication of the findings in the peer-reviewed scientific literature. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under 100K). This synopsis is issued for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
