Description

The National Oceanic & Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis a contract under the authority of 41 U.S.C. 253(c)(1) with Western Michigan State University to perform atmospheric measurements of organic nitrates on board the NOAA RV Ronald H. Brown, during New England Air Quality Study in the summer of 2002. The ambient concentrations of peroxyacetyl nitrate (PAN), peroxypropionyl nitrate (PPN), and peroxymethacroyl nitrate (MPAN) will be quantified during a four-week cruise beginning on July 12, 2002. The data collected will be used to determine, 1) the contribution of these organic nitrates to total reactive oxides of nitrogen; 2) the effect of NOy concentration on the rate of formation of organic nitrates; and 3) the relative contribution of biogenic and anthropogenic emissions of organics to formation of ozone in the region. The measurement results and their interpretation will be published in the peer-reviewed literature within two years. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (Under 100K). This synopsis is issued for information purposes only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
