- Description
- This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Solicitation Notice is No. 52ABNR200040. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-25. NOAA, Pacific Marine Environmental Laboratory (PMEL) requires the following acquisition Line Items to study the Stellar Sea Lion population decline in the Bering Sea: (1) SBE 37SM, Microcat C and T - 25 each; (2) SBE37SM-1j Alternative mounting - 25 each;(3) SBE37SM-2d, 1000-meter strain gauge pressure - 10 each; (4) SBE 39 Temperature Recorder - 30 each; (5) SBE 39-1b 350 meter plastic housing with external I/O connector; 30 each (6) SBE 39-2b External thermistor, in pressure protected sheath - 30 each;(7) SBE 39-3c 350 meter strain gauge pressure sensor - 10 each;(8) SBE 801093 Data and Power interface cable, RMG-4FS to DB-25S and 9V battery snap - 4 each. Microcat Specifications: 1. Conductivity must be acquired using an ultra- using an ultra-precision Wien-Bridge oscillator. The oscillator frequency count must be obtained using a reference crystal with a drift rate <2 ppm/yr. Temperature must be acquired by applying an AC excitation to a hermetically sealed VISHAY reference resistor and an ultra-stable aged thermistor (drift rate typically <0.002 C/yr). The instrument must be capable of including an optional pressure sensor using a silicon diaphragm into which the strain elements are implanted. Compensation of the temperature influence on pressure offset and scale should be performed by the instrument's CPU. The instrument must also be capable of including an optional pump. Temperature Recorder Specifications: Temperature must be acquired by applying an AC excitation to a hermetically-sealed VISHAY reference resistor and an ultra-stable aged thermistor (drift rate typically <0.002 C/yr). The instrument must be capable of including an optional pressure sensor using a silicon diaphragm into which the strain elements are implanted. Compensation of the temperature influence on pressure offset and scale should be performed by the instrument's CPU. Construction must be of Celeon plastic and other non-corroding materials and the instrument must have a depth capability of 350 meters. Government derived data from new equipment must match data from existing equipment. Therefore, it is in the best interest of the Government to award this contract to Seabird Electronics on a sole source basis. The proposal shall be prepared in accordance with FAR 52.212-1, Instructions to Offers - Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212.4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items is applicable. Include the additional clauses 52.222-21; 52.222-26; 52.222-35; 52.22-36; 52.222-37; 52.223-9 (Alt. 1); 52.232.34. The order must be placed by February 15, 2002 to ensure delivery by March 15, 2002. Proposal from Seabird Electronics must be received no later than 4:00 PM, Pacific Time, February 12, 2002.
