- Description
- This is a combined synopsis/solicitation for commercial items as prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Solicitation Notice is No. 52ABNR200042. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular No. 97-25. To study the Stellar Sea Lion population decline in the Bering Sea, NOAA, Pacific Marine Environmental Laboratory (PMEL) requires the following acquisition Line Items: (1) 2990E/Data Storage Unit, 262K datawords 13 each (2) 3768/RCM-9-4-bar cage - 13 each;(3) 1909/Recording Current Meter, RCM-9MK11, includes current speed, direction & water temperature sensors, 8000kg mooring frame, burst sampling mode - 13 each; (4) 3612/Turbidity Sensor, Range: 0-20 NTU, Depth Rating 2km - 7 each (5) 3815/Pressure Senor, (100/500 psi)- 13 each;(6) 3619/Conductivity Sensor for RCM-9 - 6 each; 3614/Spare Alkaline Battery - 16 each. Recording Current Meter Model Number 9 Specifications: Current speed will be measured for period of no longer than 120 seconds during each sample interval (Burst Mode); Current speed measurement (1 cm/sec to 150 cm/sec); Current direction vector averaged with resolution to 2 degrees; Turbidity measurement (0 to 20); Temperature measurement (-2 C to 13 C). The inability of PMEL to obtain the oceanographic equipment necessary to meet the April deployment would prevent PMEL's scientists from providing critical scientific information and analysis in the Stellar Sea Lion Study. Therefore, it is in the best interest of the Government to award this contract to Aanderaa Instruments, Inc. on a sole source basis. The proposal shall be prepared in accordance with FAR 52.212-1, Instructions to Offers - Commercial Items, and the offer shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212.4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there are no addenda to this provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Order - Commercial Items is applicable. Include the additional clauses 52.222-21; 52.222-26; 52.222-35; 52.22-36; 52.222-37; 52.223-9 (Alt. 1); 52.232.34. Due to the eight week lead time needed for delivery of equipment, the ordered must be placed by February 15, 2002 to ensure delivery by 15 April 2002 cruise date. Proposal from Aanderaa Instruments must be received no later than 4:00 PM, Pacific Time, February 7, 2002.
