Description
The Centers for Disease Control and Prevention (CDC) intends to conduct an investigational vaccination trial of meningococcal conjugate vaccine administered by needle-free, disposable-cartridge jet injectors to infants and toddlers in the Dominican Republic. CDC plans to award, on a sole-source basis, a contract to the Fundacion Dominicana de Infectologia, on behalf of its affiliated Department of Infectious Diseases of the Dr. Robert Reid Cabral Children's Hospital, located in Santo Domingo, Dominican Republic. The purpose is to carry out the clinical aspects of the study. Responsibilities will include application for local approval by ethical review and other oversight authorities, arranging and renovating recruitment site(s), supervision of medical, nursing, and other personnel, obtaining informed consent and enrollment and vaccination of subjects, followup in clinic (and homes, if necessary) for adverse reactions and venipuncture for serum, specimen processing, storage, and shipment, data collection, and participation in data analysis, scientific publication, and presentation. The authority for this sole source procurement is FAR part 6.302.1, in that the proposed awardee is the only known source with the knowledge, capability, authority, and documented, published experience to conduct clinical vaccine trials among children in the Dominican Republic, according to international standards and within the proposed time frame and available budget. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer within 15 days from the publication date of this synopsis. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
