- Description
- CMS is seeking to award a time and material purchase order under Simplified Acquisitions Procedures not exceeding the threshold of $100,00. The following services will be required: System Engineering Support to provide support in the analysis of Health Care Information System (HCIS) data models; to assist in the development of front-end access tools for high-interest subject data areas in CMS; to assist in the research of commercial off the shelf (COTS) front-end access tools for the purpose of supporting decision-support and online analytic processing; and, to support the development/implementation of ad hoc methodologies that use these tools against CMS data. Following are the requirements of each offeror: The contractor shall have experience designing user-interface decision support system applications with emphasis on the ability to design an application that is powerful but user-friendly for CMS staff as well as fiscal intermediaries and carriers. Experience with and knowledge of the HCIS application design/development process is mandatory. The contractor must have experience with relational design and dimensional modeling. The contractor must have a broad familiarity with Medicare and Medicaid data (claims and enrollment data) and other CMS reporting and decision support systems (i.e., APS, Cost Reports, etc). The contractor shall have an in-depth understanding of CMS business rules and how they are to be applied to data transformation rules for the HCIS summary data programs. The contractor shall have experience in modeling Medicare data. The contractor shall have experience designing software for Medicare applications. Discriminating Factors The contractor shall have extensive knowledge of the Medicare National Claims History file (NCH) data elements as utilized by the HCIS application and familiarity with the NCH data elements utilized by other Medicare reporting and decision support systems. The contractor shall have extensive knowledge of the Medicare Enrollment Data Base file (EDB) data elements as utilized by the HCIS application and familiarity with the EDB data elements utilized by other Medicare reporting and decision support systems. Experience with developing and integrating Visual Basic applications around aggregated databases, using COTS DSS and OLAP tools such as COGNOS, MicroStrategy, Oracle Express, and/or Oracle Discoverer. Experience in developing, analyzing, and reviewing data models using ERWin for DB2 or Oracle databases.
