- Solicitation HQ-2-R-00018 posted on January 29, 2002 is amended as follows. Amendment 001 is issued to furnish questions and answers concerning this solicitation. The following contains the government's answers to questions submitted by the potential offerors to date. QUESTION #1: On the previous Nigeria solicitation you had specified the turn around time for the plane. Is there a turn around time requirement for this trip? ANSWER #1: No, there is no turn around time specified. The mission requirement is for air transportation from IAG to HCMM. The return trip is not included in the requirement and vendor is to use their discretion on this matter. Once mission completed, the aircraft can turn around once they get clearance to depart. QUESTION # 2: Will there be any INS employees with armed weapons travelling to Somalia? ANSWER # 2: No. CLIN # 2 requires that the offeror provide the appropriate security for the flight. Please refer to the original RFQ for details about security. INS personnel will not be on board. QUESTION # 3: Does this flight have to be flown nonstop? ANSWER # 3: INS does not have a preference about stops as long as the flight arrives in Somalia during local daylight hours. Vendor shall ensure that all landings are cleared for any stops being that US INS detainees will be on board. QUESTION # 4: Can the aircraft return to its home base after the detainees are dropped off in Mogadishu? ANSWER # 4: Yes. See answer #1 above. QUESTION # 5: Can the security guards and nurse be of foreign nationality? ANSWER # 5: Foreign nationalities can serve as security or nurse support. QUESTION # 6: Can the aircraft be of foreign registry? ANSWER # 6: Yes. The Fly American Act requirements are not applied to this acquisition according to FAR 47.405 Contract clause: "This clause does not apply to contracts awarded using the simplified acquisition procedures in Part 13 or contracts for commercial items (see Part 12). QUESTION # 7: Will there be any INS personnel on board? ANSWER # 7: Please see answer # 2 above. QUESTION # 8: Please forward your description/requirements of "Guard II" level individual. ANSWER # 8: GUARD II: Enforces regulations designed to prevent breaches of security. Exercises judgment and use discretion in dealing with whether first response should be to intervene directly (asking for assistance when deemed necessary and time allows), to keep situation under surveillance, or to report situation so that it can be handled by appropriate authority. Duties require specialized training in methods and techniques of protecting security areas. Commonly, the guard is required to demonstrate continuing physical fitness and proficiency with firearms or other special weapons. Offers must acknowledge receipt of this amendment prior to the hour and date specified in the solicitation or as amended, by one of the following methods: (a) By acknowledging receipt of this amendment on each copy of the offer submitted, or (b) By separate letter or telegram which includes a reference to the solicitation and amendment numbers. FAILURE OF YOUR ACKNOWLEDGMENT TO BE RECEIVED AT THE PLACE DESIGNATED FOR THE RECEIPT OF OFFERS PRIOR TO THE HOUR AND DATA SPECIFIED MAY RESULT IN REJECTION OF YOUR OFFER. If by virtue of this amendment you desire to change an offer already submitted, such change may be made by telegram or letter, provided each telegram or letter makes reference to the solicitation and this amendment, and is received prior to the opening hour and data specified. THIS AMENMENT DOES NOT CHANGE THE DEADLINE FOR SUBMITTING WRITTEN QUOTES
