Description
The VA Healthcare Network Upstate New York (VISN 2) Network Contracting Activity is conducting discussions with Select Energy NY (formerly Niagara Mohawk Energy Marketing, 501 Plum Street, Syracuse, NY 13202 to supply total electric utility services (commodity) to its VA Medical Centers in Albany, NY, Bath, NY, Buffalo, NY, and Syracuse, NY during the 1-year period May 1, 2002 through April 30,2003. Interested parties are requested to submit, within ten calendar days of this publication, clear and convincing data substantiating their capabilities and qualifications to provide electric utility services for VA facilities located in their State of New York service territories. Data submitted shall include: (1)Evidence that the offeror is licensed by the New York Public Service Commission to provide electric service and that the offer is consistent with State law governing the provision of electric utility service, including state utility commission rulings and electric utility franchise or service territories established pursuant to State statute, regulation, or territorial agreement. (2) Evidence that the offeror possesses a Federal Energy Regulatory Commission (FERC) power marketing license. Include FERC Docket No., Date of Application, and Date of Approval. (3) Evidence that the offeror has been approved by NYSEG, or NiMo, as appropriate, to provide electric service that is consistent with New York State law governing the provision of Electric utility service. Data received will be used solely for the purpose of determining whether this acquisition will be conducted using full and open competition. The determination to conduct this procurement using full and open competition shall be entirely within the discretion of the VISN 2 Network Contracting Activity.
