Description
The Environmental Protection Agency has a requirement for the evaluation and application of air quality modeling techniques in support of national air pollution control programs. The major work areas will be (1) industrial source air quality modeling; (2) regional and national air quality modeling; (3) urban scale modeling of photoreactive pollutants; (4) hemispheric air pollution and climate change modeling; (5) the evaluation and development of techniques to analyze/interpret model outputs and incorporate model uncertainty into the regulatory process; and (6) preparation of emissions, meteorological and air quality information through use of models for subsequent use in air quality dispersion models, including prerequisite analysis of raw data to develop/evaluate model inputs. EPA anticipates the award of cost-plus-fixed-fee level of effort contract for a total of 15,000 labor hours consisting of a base requirement of 2,000 labor hours plus 1,000 optional hours. In addition, the contract will allow for four (4) 12-month options for 2,000 basic and 1,000 optional hours each. A DRAFT copy of the Conflict of Interest (COI) related clauses, provisions, and representations and certifications are posted on the Internet for information purposes at: http://www.epa.gov/oam/rtp_cmd. NAICS number 541620 applies with a size standard of $5M in average annual receipts over the last three years. The solicitation is expected to be issued approximately 2/18/01, as a small business set aside action. Proposals will be due approximately 30 days after issuance of the solicitation. This is a follow-on to contract number 68D98006 with EC/R Incorporated. The solicitation and amendments will be available via the Internet World Wide Web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and amendments via the Internet. If you obtain a copy of the solicitation via the Internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Firms who do NOT have the capability to obtain the solicitation from the Internet may submit a written request for a diskette with the solicitation in WordPerfect 8.0 format from the contact point at the address above. However, only those firms who do NOT have the capability to obtain the solicitation from the Internet should request a copy of the diskette. Diskettes will not be sent to those firms who have Internet access. If you request a diskette of the solicitation, you will receive amendments by mail, unless you notify us otherwise. Telephone and fax request will not be honored. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal which shall be considered by the Agency. See Notes 1 and 26.
