- NAICS Code: 541620 The U.S. EPA, Office of Research and Development intends to negotiate on a sole source basis with Dr. Paul D. Sampson of the Center for Statistical Consulting to use kriging to develop ambient air concentration estimates for ozone (03), for 1986-1994 for the 56,721 Census block groups in 83 specific counties in the U.S. After contract award and prior to starting any work, the contractor shall meet with the EPA Project Officer (PO) to review how the kriging shall be conducted. The PO will provide the contractor with air monitoring data for the years 1986-1994 inclusive of: 1) location (as latitude/longitude) and identification number for each 03 monitor in the US, for each year; 2) raw hourly 03 monitoring data for each monitor, for each year; 3) the daily 1-hr maximum 03 value and the maximum 8-hr 03 average for each monitor for year. The PO will also provide the contractor with a list of the 83 counties. The final product will include a statistical summary of the spatial and temporal correlation structure of the O3 measurement and full written documentation of how the kriging was conducted. This notice is not a request for quotations. EPA's research indicates Dr. Paul D. Sampson with the Center for Statistical Consulting has been at the forefront of efforts to develop methods to effectively characterize the space and time correlation structure of air monitoring data. His interpolation approach in CA. is unique, innovative and ideally suited to the needs of our study. Any firm believing it is capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with this statement of work. Such documentation must be submited to the POC within 15 days of electronic posting of this notice. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the EPA. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The NAICS code is 541620. The anticipated award date is March 25, 2002.
