Description
The United States Patent and Trademark Office (USPTO) has a requirement for the consolidation of a variety of support services for the Office of Trademarks. The objective of this procurement is to find a contractor capable of providing high quality solutions to perform Trademark database services including, but not limited to, mailroom operations; data capture of most incoming paper correspondence by means of optical scanning; fee processing; data capture of new Trademark applications by means of optical scanning, Optical Character Recognition (OCR), and populating designated fields electronically using USPTO data capture application software as well as determining and entering supplemental codes and text information; new application file assembly; proofreading of files approved for publication; and producing archival-quality microfilm of Trademark registration certificates. The objective of these services is to assist the USPTO, specifically the Office of Trademarks in achieving the responsibility of completing the statutory tasks assigned to it under the Trademark Act of 1946, as Amended (Title 15 U.S.C.). The tasks outlined in the Trademark Act of 1946, include, but are not limited to, the examination of applications for the registration of trademarks; coordinating workflow, procedures and processes related to the examination and registration process; publishing the Trademark Official Gazette and other materials containing information pertaining to applications and registrations; and maintenance of a register of trademarks. The USPTO anticipates the period of performance of this acquisition to be for a one-year base period, and four, one-year option periods. A performance-based service contract with a single award is contemplated. The acquisition will be available for competition among qualified 8(a) business concerns only. This 8(a) competitive acquisition will be classified under North American Industry Classification System (NAICS) Code 514210. The small business size standard for NAICS Code 514210 is $18.0 million according to the Office of Size Standards of the Small Business Administration. A Request for Proposal (RFP) will be made available on the Internet at http://www.uspto.gov/web/offices/ac/comp/proc/currproj.htm on or about March 11, 2002. Interested parties are responsible for checking the website regularly for release of the RFP and for other procurement-related documents. Since all procurement-related documents will be released via the Internet, a mailing list and list of interested vendors will not be available. Interested 8(a) firms must respond to the RFP in order to be considered for award of any resultant contract. Current contract information: the incumbent contractor is Vistronix, Inc., 1970 Chain Bridge Road, Suite 1200, McLean, VA 22102. The current contract number is 50-PAPT-7-00028.
