- The National Institute on Alcohol Abuse and Alcoholism (NIAAA) is conducting a market survey to ascertain the availability and technical capability of small businesses to perform NIAAA?s requirement to conduct meta-analyses of epidemiologic studies of the association between alcohol consumption and a wide variety of health conditions thought to be associated (positively or negatively) with different levels of alcohol consumption and to estimate the fractions of U.S. morbidity and mortality from various conditions which are attributable to alcohol consumption, based on summary measures of relative risk for these conditions which have been estimated by meta-analysis. The title of this project is ?Estimating Alcohol-Attributable Fractions for U.S. Morbidity and Mortality Based on Meta-Analyses of Epidemiologic Studies.? The Government anticipates awarding a three (3) year, cost-reimbursement performance-based contract. Interested small business concerns must furnish capability information that (1) demonstrates their ability to conduct meta-analyses of epidemiologic studies, as reflected in experience, expertise, and publications (peer reviewed and other) of project staff; and (2) demonstrates their corporate capability of managing similar projects. This requirement is under the NAICS code 514199, with a size standard of $5.0. This is not a Request for Proposal (RFP), and responses should not include budgetary information. An original and three (3) copies of your capability statement should be submitted to the NIAAA Contracting Office. All responses will be considered before the Government takes further action. Any information received because of this announcement will not be provided to other contractors and will normally be considered solely for determining whether to conduct a set-aside competitive acquisition. Firms responding to this market survey must provide pertinent information to the requirements mentioned above within fifteen (15) calendar days from the publication of this announcement. Capability statements received after this date will not be considered. The final determination by the Government to set-aside this requirement, based on any and all information received, is solely within the discretion of the Government.
