Description
(i) This revised synopsis/solicitation replaces previous synopsis/solicitation posted 31 January 2002. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation FE309912489100 is issued as a request for proposal (RFP). (iii) This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-03 effective 27 Dec 01. (iv) This acquisition is 100 percent small business set-aside; NAICS code: 337920; size standard 500 employees. (v) There is only one line item in this solicitation: CLIN 0001; Item: REMOVE AND REPLACE TRANSPARENT PLASTIC WINDOW SHADES IN AIRCRAFT CONTROL TOWER CABS; Quantity: 5; Unit of measure: Each. (vi)The Offeror shall furnish all materials, labor, equipment, transportation, and supervision necessary to remove existing window shades, and fabricate and install new window shades in accordance with FAA Specification FAA-E-2470b and attached drawings. The work covered for this requirement is located at two different sites. Of the five ACTC units for this requirement, three are located at Laughlin AFB (Buildings 612, 1700, and 1776) and two are located at Spofford Auxiliary Airfield (Buildings 3003 and 3007), which is approximately 40 miles east of Laughlin AFB. A site visit is scheduled for 12 February 2002 at 9:00 am CST. Report to the 47th Contracting Squadron, building 7, Laughlin AFB, Texas. Upon request, the FAA specification will be provided via fax or copies will be available during the site visit. Drawings are attached via MaxView software program. (vii) The period of performance is 1-29 March 2002. (viii) This commercial acquisition incorporates the following clauses and provisions: 52.212-1, Instructions to offerors-Commercial. (ix) 52.212-2 Evaluation--Commercial Items, applies to this acquisition and the following factors shall be used to evaluate offers: Technical, Past Performance, and Price. Technical and Past performance, when combined, are significantly more important than price. Offeror must submit a Technical Solution Proposal for review and evaluation by the Government. The following items shall be part of the technical solution proposal: Proof of employee expertise: Offeror shall submit proof of key employee experience in order to verify installers are normally engaged in this type of work and have performed satisfactorily for a minimum of 3 years. Offeror must provide an 8 x 10 sample of shade material, a material list, warranty information, proposed installation schedule, Manufacturer Product Literature, and a statement that proposed product meets all solicitation requirements. Offerors shall provide past performance references to include contract number, price, and point of contact. Provide a list of at least 3 of the most relevant contracts performed for Federal agencies and commercial customers within the last 3 years. (x) 52.212-3, Offeror Representations and Certifications--Commericial Items. Offerors shall include a completed copy of this provision with their offer. (xi) 52.212-4, Contract Terms and Conditions--Commercial Items Required to Implement Statutes or Executive Orders, applies to this acquisition. (xii) The additional FAR clauses: 52.225-1, Buy American Act--Balance of Payments Program--Supplies; 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration. (xiii) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. All offers are due no later than 3:00 pm CST on 21 February 2002, to 47th Contracting Squadron, 171 Alabama Ave, Building 7, Laughlin AFB, TX 78843-5102.
