Description
The Government intends to award a $2-3M sole source contract on or about 25 March 2002 to the small business (NAICS 336414) Spectrum Astro for the refinement of requirements and validation of proprietary GPS III architectural solutions. These solutions were developed by Spectrum using corporate funding. The period of performance is anticipated to be 25 March 2002 until 1 April 2003. The effort shall include, in general, architectural and requirements definition, requirements analysis, life cycle cost estimates, and program protection analysis. In particular, the effort requires, but is not limited to, the development of a detailed architectural concept of operations (CONOPS); development of a control segment implementation and transition plan; and support of the program office in the ORD development and other acquisition related processes. The successful completion of these tasks requires an understanding of, and access to, Spectrum Astro proprietary architectural and engineering solutions. Potential offerors not currently participating as a prime in the GPS III Architecture Studies should submit a statement of capabilities in accordance with note 25 to SMC/CZK, ATTN: Capt Jorge Bennett, 2420 Vela Way, Suite 1467, Los Angeles AFB, CA 90245, within 15 days of publication of this notice. PROGRAM OVERVIEW: The GPS III program objective is to preserve and build on the successes of the Navstar Global Positioning System (GPS) by creating a new architecture for the assured delivery of enhanced position, velocity, and timing (PVT) signals, and related services to meet the needs of the next generation of GPS users. The GPS III program includes an integrated space segment (SS) and control segment (CS) system that incorporates the Nuclear Detonation Detection System (NUDET) and defines the Signal-in-Space (SIS) to User Equipment (UE) interface. The system must provide a best value solution with the flexibility to anticipate and respond to future military and civilian needs. The GPS III security infrastructure will provide user access to and protection of the entire system. The GPS III system should facilitate the incorporation of additional mission capabilities (i.e. Blue Force Tracking (BFT), Search and Rescue (SAR) missions, etc.) that may be defined in the future. SECURITY REQUIREMENTS: It has been determined that a contractor under Foreign Ownership, Control or Influence (FOCI) may not be awarded a prime contract for the GPS III effort. Foreign teaming, licensing, or subcontracting are allowed; however, the participating companies must clearly demonstrate in their proposal how they intend to prevent disclosure of classified or export controlled information (reference DD 254) to their foreign team members. This effort will require access to and processing of classified information up to and including TS/SCI (Top Secret/Sensitive Compartmented Information) and SAP/SAR (Special Access Program/Special Access Requirements) security requirements. This acquisition involves data that are subject to export control laws and regulations. Only contractors who are registered and certified with the Defense Logistics Services Center (DLSC) shall be provided copies of the data subject to foreign disclosure restrictions. You must submit a copy of your approved DD Form 2345, Military Critical Technical Data Agreement, with your request for the solicitation. Notes: 8, 22, and 25.
