Description
NA The U.S. Army Robert Morris Acquisition Center, Natick Contracting Division located at the U.S. Army Soldier Biological & Chemical Command, Natick, MA intends to conduct negotiations with Kokotat, Arcata, CA on an other than full and open competition basis for design and production of immersion garments using W.L. Gore proprietary laminates. Kokotat will be solicited on a sole source basis, as they are the only domestic manufacturer certified by W.L. Gore to produce immersion garments using their proprieta ry laminates. Performance requirements: The material must be waterproof, breathable, and divable to no less than 1 ATM without seepage for extended duration. Abrasion with Flex no less than 1,000 cycles in accordance with ASTM D1388; Breaking Strength no less than 34 0 lbs. (Warp) and 250 lbs. (Fill) in accordance ASTM D5034; Tearing Strength no less than 12.5 (Warp) and 9.0 (Fill) in accordance with ASTM D 1424; Abrasion Resistance no less than 7500 cycles in accordance with ASTM 3884 and MVTR procedure B no less than 650 in accordance with ASTM E96. An Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded with a minimum quantity of 2,370 suits and a maximum quantity of 10,130 over a period of 5 years. The first delivery of 2,370 suits is required by 15 April 2002. Interested companies may identify interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals; however, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the pu rpose of determining whether to conduct a competitive procurement. See Note 22.
