- NA The US Army Corps of Engineers intends to acquire a self-propelled work barge to serve the Seattle District at the Howard Hanson Reservoir. An option for a second, identical vessel will be included in the solicitation, to be delivered to the Corps? Mud Mo untain Dam facility. The primary mission of the vessel(s) will be to manage drift and debris on the upriver side of the Howard Hanson Dam. The vessel will maneuver under its own power, directing drift and debris through the sluice gates of the dam, reduc e the size of large, individual pieces of drift and debris, and remove non-biodegradable object from the reservoir. The vessel will also travel upriver to intercept debris before it reaches the dam. The vessel shall be approximately 42-ft long by 14-ft. wide, with a hull depth of 3.5-ft. A small, heated deckhouse shall be provided with sufficient space for propulsion and steering controls, a microwave/coffeepot stand and a small seating area. The vessel shall incorporate a Thrustmaster Model OD-150, dec k-mounted, 360 degree steerable outboard, hydraulic propulsion unit that will be provided as GFE (Government Furnished Equipment). The vessel must be built in accordance with ABS rules for Steel Vessels on Rivers and Intracoastal Waterways; however, the v essel will not be calassed by any regulatory agency. Upon delivery to the upriver side of the Howard Hanson Dam, testing shall be performed to demonstrate hull intefrity and proper functioning of all machinery. The solicitation will be formatted as a ?de sign-build? type based upon a Concept Design prepared by the MDC (Marine Design Center). This contract will utilize the MDC three phase contracting methodology. The solicitation will issue on/about Feb. 22, 2002 and bids will be opened on/about Mar. 26, 2002. The solicitation is set aside for small business. The NAICs code is 336611 and the size standard is 500 employees. Solicitation documents will be furnished only via the Web, hard copies will not be available. Offerors may view and/or download the solicitation and all amendments from the Internet at the following address: at https://ebs.nap.usace.army.mil on or after issue date of the solicitation. If any information changes during the advertisement period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the solicitation and amendments. Offerors are responsible for printing paper copies of the solicitation. Bonding is required. Affirmative action will also apply. Liquidated damages will be specified. Award will be made as a whole to one bidder.
