Description
The Naval Air Systems Command has a requirement for technical and engineering services in support of numerous projects undertaken by the Advance Airborne Systems Design Branch (AIR-4.10.2.2) of the Warfare Analysis Department. To adequately meet challenges in conceiving and evaluating new air platforms for Navy, Marine Corps and Coast Guard missions, the NAVAIR Engineering Department requires on-demand senior Aerospace Engineers with extensive experience in the design and development of advanced fixed wing, rotary wing, lighter-than-air, and hybrid aircraft. This expertise must include extensive first-hand knowledge of aerodynamics, aircraft propulsion, airframe structures, flight dynamics, flying qualities, flight simulation, and the special requirements of carrier based aviation. NOTE: Specific experience in the design, development, certification, test and operation of LT A platforms and associated equipment is required. The following are the specific requirements: (1) REQUIREMENTS DEVELOPMENT. The contractor shall develop air platform and air system mission performance requirements or concepts of operation for advanced aerospace systems. (2) SYSTEM TECHNOLOGY ASSESSMENT. The contractor shall investigate and assess emerging new technologies in aircraft design, airframe structure, propulsion integration, and unique integrations of novel sensors or weapons. (3) DESIGN CONSULTATION AND REVIEW. The contractor shall consult on, review, and assess the design and construction of new or modified aircraft. The contractor shall assess impacts on flight dynamics, flying qualities, weight, balance, and operational performance. (4) PERFORMANCE ASSESSMENT. The contractor shall estimate various performance parameters for new or modified air platforms, including takeoff and landing, flying qualities, carrier suitability, and, in the case of lighter-than-air airships, the indices of ground handling, mooring, and weather sustainability. (5) VULNERABILITY/SURVIVABILITY STUDIES. The contractor shall assess the vulnerability of new or modified aircraft and advise on potential performance related to radar, infrared or other signature reduction methods. (6) ACQUISITION SUPPORT. The contractor shall advise, assess, and report on issues regarding air platform acquisition programs, including compliance with certification requirements of the FAA, the Federal Acquisition Regulations, contract requirements, and program guidance. All personnel performing work under the proposed contract must be capable of obtaining a Top Secret level security clearance upon notification that such clearance is required. An Indefinite-Delivery Indefinite-Quantity (IDIQ) contract is anticipated. The anticipated Period of Performance includes a base year and two one-year options with performance commencing approximately 01 May 2002. Performance of the contract will be at NAWCAD, Patuxent River, MD. It is the Government?s intent to award a single contract to the offeror who provides the best overall value to the Government, cost and non-cost factors considered.
