Description
The General Services Administration announces its intent to issue a Request for Proposal (RFP) for the modernization of 24 passenger, 1 service and 2 freight elevators serving the J. C. Kluczynski Federal Building at 230 S. Dearborn Street, Chicago, Illinois, and an Option for maintenance service for up to three years for the same. The estimated cost range for the modernization of the elevators is $5,000,000.00 to $15,000,000.00. Modernization includes new elevator cab finishes, lighting, and controls and ?state-of-the-art? elevator systems with safe, efficient, and modern components, fully compliant with applicable codes, standards and guidelines. The new elevators and associated equipment shall offer innovative technology and features to support energy conservation, reliable system operation and low maintenance. The following with be retained: existing hoist machines; car and counterweight guide rails, frames, buffers and safeties; car platforms; and, hoistway entrance frames, and sills. Provide the following: replacement of the existing controls with new microprocessor controls with solid state drives, a programmable control operating system, new door operators, landing hardware, and door panels. All equipment shall be in full UFAS and/or ADA compliance, and the elevator equipment controls shall be integrated with the existing fire/security/sprinkler system. Funding is currently available for the modernization portion of the project. The modernization will include full, interim maintenance service for existing and renovated elevators and associated equipment from Notice to Proceed (NTP) until all elevators are accepted for beneficial use. The performance period is 600 days from NTP to Beneficial Occupancy with another 60 days allowed for Final Acceptance, for a total project performance period of 660 from NTP to Final Acceptance. This will be a negotiated procurement handled in accordance with Formal Source Selection procedures (Refer to Federal Acquisition Regulations (FAR) Part 15.3). SOURCE SELECTION EVALUATION FACTORS: 1) Past Experience on Similar Projects. To be considered- Elevator Installer, Elevator Maintenance Service, Elevator Manufacturer, and GSA Elevator Modernization Experience. 2) Past Performance on Similar Projects. To be considered - Previous Client Assessment of Offeror?s Performance, Project Completion on time and within budget, and Tenant Impact. 3) Key Personnel, Key Subcontractors and Proposed Team. To be considered - Key Individuals? Qualifications, Educational Qualifications, Key Subcontractors? Qualifications and Past Experience. Price analysis will be done to determine whether prices are reasonable and also to determine the offeror?s understanding of the work and ability to perform the contract. The Government?s plans to award a Firm, Fixed-Price contract to the responsible offeror whose proposal is most advantageous to the Government (?Best Value Trade-Off? Process), considering both technical factors and price, permitting award to other than the lowest price offeror or other than the highest technically rated offeror. Price is approximately equal in importance to the combined technical evaluation factors. The North American Industry Classification System (NAICS) Code for this project is 235950, and the corresponding size standard for a determination of business size is $11.5 Million. In accordance with the Small Business Competitiveness Demonstration Program, this procurement is unrestricted and is therefore open to both large and small businesses concerns. Small businesses are encouraged to participate. In accordance with Public Law 95-507, large businesses will be required to provide for the maximum, practicable participation of small, disadvantaged, veteran owned, service disabled veteran owned and HUB Zone businesses through subcontracting opportunities. Large businesses must submit a subcontracting plan with acceptable goals in order to be eligible for award. Joint Venture arrangements will be considered and must provide their joint venture agreement documentation. The anticipated solicitation release date is February 19, 2002. At this time, a pre-proposal conference has not been scheduled.
