Description
The Agricultural Research Service (ARS), USDA, plans to enter into contract negotiations with an Architect-Engineer (A-E) firm for the pre-design, design, cost estimating, construction inspection, and related design and construction phase services for the construction of a Horticulture Laboratory at Poplarville, Mississippi. The new research complex, including laboratory, office space, conference rooms, controlled environmental rooms, equipment rooms, greenhouses, and mechanical equipment space, will be located on Mississippi State University property. It is anticipated that the new facilities will consist of approximately 30,000 gross square feet (gsf). The estimated construction cost for the new facilities, including infrastructure, is between $5 million and $10 million. Information on ARS organization and programs can be found on the internet at www.ars.usda.gov. Evaluation of firms will be made on the following criteria, in order of descending importance (items, a, b, and c being of equal weight): (a) Professional qualifications necessary for satisfactory performance of required services and must be licensed in the State of Mississippi; (b) Specialized experience and technical competence in type of work, including laboratory design, (c) Past performance on contracts with Government Agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (d) Staffing and equipment, and volume and nature of present workload as it relates to ability to perform the work in a timely manner, project coordination, management skills, and team experience; (e) Geographic location of design team members as it relates to knowledge of the locality of the project in terms of design conditions and code/regulatory requirements, and the ability to perform construction management services. Firms must be located within a 250-mile radius of Poplarville, Mississippi. Interested firms meeting these requirements are invited to submit three (3) copies of their Standard Forms 254's and 255's, with appropriate data (See Note 24), by 4 p.m., local time, March 11, 2002. This solicitation is unrestricted in accordance with the Small Business Competitive Demonstration Program. NAICS assigned is 54131. This is not a request for proposal.
