Description
The National Oceanic and Atmospheric Administration has a requirement for the delivery and installation of 3 each Proton Energy Systems, Inc. Hogen 20 hydrogen generator systems or equal (with an option to acquire up to an additional 7 systems), along with associated storage tanks (with all necessary valves and fittings), spare parts and consumables, on-site training, and documentation. Delivery of first system to take place within 90 days after contract award, with follow-on deliveries to take place at rate of approximately one per month. The Government will be responsible for shipment to final destinations; however, the Contractor will be required to install each system once it has been received at its final destination. Options to be exercised by December 2003. Installation to take place at upper-air sites in the Caribbean. Systems must be sufficiently compact and lightweight so as to be able to be transported by air-freight. Systems must have inherent process pressure system so as to eliminate the need for mechanical compressors and compressor motors. Systems must not make use of hazardous materials, such as potassium hydroxide or asbestos. Storage tanks must be ASME-certified and sufficiently large to enable seven balloon launches (with approximately 80 standard cubic feet of hydrogen per balloon) without regeneration of hydrogen. Solicitation will be issued on about February 22, 2002 and will close on or about March 19, 2002. The solicitation will be available electronically via FedBizOpps once it is issued. Printed copies of the solicitation will be provided if specifically requested from the Contracting Officer. See Note 12.
