- The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with Comet Graphics for the acquisition of data communications networking services to support interconnectivity between various Automated Flood Warning Systems (AFWS), including the Integrated Flood Observing and Warning System (IFLOWS), and the Passaic Flood Warning System (PFWS) to the National Weather Service Advanced Weather Information Processing System (AWIPS). The broad category of AFWS includes IFLOWS and PFWS, and other locally support data collection systems. The NWS is currently in the process of changing its acquisition methods from dedicated wide-area radio networks with proprietary communications protocols, to one using standard TCP/IP connectivity via wireless LANs, satellite, and the Internet. This contract is intended to support this effort and to establish ongoing maintenance of a web server dedicated to providing AFWS data via the world wide web and intranets. The majority of the work will be performed in the Louisville, KY are where the existing operation of the AFWS web server is currently located. Occasional travel may be required to evaluate and support sites at Cleveland and Wilmington, OH; Charleston, WV; Greer, SC; Richmond, Blacksburg, and Sterling, VA; Mt. Holly, NJ; Albany and Binghampton, NY; Jackson, KY; Morristown, TN; Taunton, MA; Upton, NY; Pittsburgh and State College, PA; and other areas as deemed necessary. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Comet Graphics is the only known source with the requisite expertise and available data necessary to accomplish the work. The period of performance will be 3/1/02 through 12/31/02. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about February 21, 2001. Fax requests to (757) 441-3786. Telephone requests will not be accepted. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Proposal. All responses from responsible sources will be considered. This is a simplified acquisition with a value of less than $100,000. See Note 22.
