- DESCRIPTION: The National Library of Medicine (NLM) intends to negotiate on a sole source basis with Beverly Coleman-Miller, M.D, Washington DC, 20005 in accordance with FAR 13.106-1(b)(1) to facilitate more effective awareness and assimilation of NLM's health information by minority communities and provideCommunity Outreach Consulting Services. The period of performance is one year base period and two (2) option years. The Specialized Information Services (SIS) Division of the National Library of Medicine is responsible for information coverage and services for several areas, including environmental health and toxicology, AIDS, and other information resources concerned with health and biomedicine, and also the growing role in initiating and supporting NLM community outreach activities to minority populations. The NLM requires the expertise of Dr. Beverly Coleman-Miller to provide ideas and leads for SIS to pursue in environmental health and AIDS outreach to the minority communities. Dr. Coleman-Miller, is a nationallyrenowned authority on minority health issues and has worked extensively with minority communities on environmental health issues. Dr. Coleman-Miller is a sought-after speaker, consultant and writer on public health issues. She has been interviewed on Sixty Minutes, CNN, Today, and A Current Affair regarding these public health issues. As a public health advocate, Dr. Coleman-Miller has testified before Congress on public health issues and has served as an advisor to the Secretary of Health and Human Servicesand a consultant to the World Health organization. Dr. Coleman-Miller served as Special Assistant for Medical Affairs to the D. C. Commissioner of Public Health and has spent many years providing direct medical care to high-risk, low-income patients in federally funded clinics. Dr.Coleman-Miller worked as a medical and surgical nurse for 15 years, with a concentration in community and mental health issues. Dr. Coleman-Miller shall provide the followings tasks: Provide a list of opportunities for expanding the role of the NLM's Toxicology Information Outreach Program (TIOP): Areas to be considered are: Identifying approaches to showcase TIOP at meetings of professional groups and government agencies; Identifying opportunities for TIOP members to author papers, give presentations, or otherwise represent TIOP within the health professional and research establishment; Identifying approaches for TIOP members to develop programs related to toxicology and environmental health information on their campuses or in their communities or integrating the topic into existing programs; Identifying tactics for TIOP members and their institutions in implementing and conducting information outreach activities on their campuses and in their communities.Dr.Coleman-Miller shall provide Community Outreach Consultant Services as needed,related to the followings:Identifying opportunities to increase awareness and use of SIS and NLM information, databases and other products and services among minority and other special populations; Participating in ongoing assessments of TIOP and other minority outreach activities; Assisting NLM in identifying specific objectives for TIOP and developing ways to measure outcomes; Identifying new outreach activities, particularly those involving minority educational institutions; Providing assistance to SIS in initiating new outreach opportunities in minority communities. Dr. Coleman-Miller is uniquely qualified to perform these services. She has the knowledge, skills, and specialized experience to facilitate a more effective awareness and assimilation of NLM's health information by minority communities. Dr. Coleman-Miller will also be able develop a consulting relationship with the minority community leaders, and encourages them to work with NLM in developing new ways of dissemination of health information focusing on environmental health to special population communities. This notice of intent is not a request for competitive quotations. However, the Government will consider all quotations received 15 days from the date of publication. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated award date of the contract is February 21, 2002.
