Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued under request for quotation 580-42-02. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular #2001-3. NAICS code 541990 with a size standard of $5 million applies to this 100% small business set aside. Interpreter is needed to comply with the Rehabilitation Act and to ensure hearing impaired individuals receive communication assistance for various functions such as team training, computer training, investigations, and programs. Interpreter must be able to sign for individuals with various levels of interpretative skills. Interpreter must sign-in and out upon arrival and departure at the VA Medical Center, EEO Office (sign-in/out is not required at the VA Regional Office). Services are typically required Monday through Friday between the hours of 8:00 a.m. - 4:30 p.m., exclusive of federal holidays. The VA will place routine calls for services at least 24 hours in advance. The contractor must provide the Contracting Officer's Technical Representative with the name of the assigned interpreter prior to 3:00 p.m. on the day preceding the event. Interpreters must allow sufficient time to park and to arrive at the designated area on time. Payments will be made monthly, in arrears, upon receipt of a properly prepared invoice. Contract period is April 1, 2002 through March 31, 2003, and will include two 1 year options. Line item 1 - Contractor shall provide American Sign Language interpreter services for hearing impaired individuals employed by the VA Medical Center, 2002 Holcombe Blvd., and the VA Regional Office, 6900 Almeda Road, Houston, TX 77030. Estimated annual quantity is 850 hours; quote hourly rate in response for each year, i.e., Base Year: April 1, 2002 - March 31, 2003; Option Year I: April 1, 2003 - March 31, 2004; and Option Year II April 1, 2004 - March 31, 2005. Award will be made to the offeror who, based on price and past performance, offers the greatest value to the Government. The provisions at 52.212-1 Instructions to Offerrors - Commerical applies to this acquisition. A completed copy of 52.212-3 Offeror Representations and Certifications - Commerical Items and 852.219-70 Veteran owned small business, must be submitted with the quotation. Clause 52.212-4 Contract Terms and Conditions - Commercial Items, applies to this acquisition as does the following clauses: 52.216-21 Requirements, Alternate I; 52.217-8 Option to Extend Services; 52.219-6 Notice of Total Small Business Set-Aside; 52.232-19 Availability of Funds for the Next Fiscal Year; 852.216-70 Estimated quantities for requirements contracts; 852.270-1 Representatives of contracting officers; and 852.270-4 Commercial Advertising; 52.216-18 Ordering - Such orders may be issued from April 1, 2002 through March 31, 2005 if options are exercised; 52.217-9 Option to Extend the Term of the Contract - The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The total duration of this contract, including the exercise of any options under this clause, shall not exceed three years. Submit faxed requests for copies of the applicable wage determinations, #94-2515 and 94-2516, to the contracting officer at 713/794-7869. Written quotations are due to the Contracting Officer (90C), Room 4B-307, VA Medical Center, 2002 Holcombe Blvd., Houston, TX 77030-4298 by 10:00 a.m. March 8, 2002; faxed copies are not acceptable.
