- Sources sought: This is a sources sought synopsis; there is no solicitation at this time. This synopsis is published for market research only. Certified 8(a) and HUBZone contractors are being sought for the acquisition of a Simplified Acquisition for Base Civil Engineer Requirements (SABER) contract contemplated for Seymour Johnson Air Force Base, North Carolina. If adequate interest from 8(a) certified firms along with the below required information is not received by the established suspense date, then certified HUBZone firms will be considered. Work consists of furnishing all plant, labor, equipment, and materials and perform all work required for the SABER contract. The type of contract anticipated will be a firm-fixed price indefinite delivery/indefinite quantity (IDIQ) construction contract. The requirement includes construction efforts at Seymour Johnson AFB, NC and Dare Country Bomb Range, NC. The jobs will include tasks in a variety of trades, such as carpentry, road repair, roofing, excavation, interior and exterior electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry, and welding. Projects will be in support of real property maintenance, repair, alteration, and/or new construction. The successful contractor will be selected using performance/price tradeoff procedures resulting in the Best Value to the Government. The anticipated contract will have a base year (365 calendar years) and seven option years. The estimated maximum dollar value, including the base year and all options, is $25,000,000. The applicable North American Industry Class System (NAICS) Code is 233320. As a minimum, the following information is required: (a) a copy of the certificate issued by SBA of your qualifications as an 8(a) or HUBZone concern, (b) a positive statement of your intention to submit an offer as a prime contractor, (c); past performance references to include contract numbers, project titles, dollar amounts, point of contacts and telephone numbers within the last 3 years in management and execution experience and technical capability in multi-discipline/multi-task order type contracts similar in type and scope with this requirement, and (d) evidence of bonding capability up to the maximum contract amount. All information must be submitted in sufficient detail for a decision to be made on availability of interested 8(a) or HUBZone firms/concerns. All interested 8(a) and HUBZone contractors must respond to this notice, along with the requirements noted above not later than 12 Feb 02.
