Description
-This is a modification/update to a previous NOCA notice- This is a Notice of Contract Action (NOCA) for the award of a sole source contract modification to the Raytheon Company to provide supplies and services to support the on-going JPALS Component Advanced Development (CAD). The Electronic Systems Center of Air Force Materiel Command (AFMC) intends to award a Cost Plus Fixed Fee/Time and Materials contract for the JPALS CAD support described below. Contract Award is expected in March 2002 with contract performance commencing April 1, 2002. The proposed contract action will be issued in accordance with 10 U.S.C. (c)(1) as implemented by Federal Acquisition Regulation 6.302-1 (a)(2)(ii)--Only one responsible source and no other supplies or services will satisfy agency requirements. The Air Force anticipates the issuance of a contract of up to twenty-four months to provide: (1) Documentation and support of modeling and simulation tools developed under the initial JPALS Contract (F19628-99-C-0039); (2) Additional data reduction and analysis of data collected during the testing of the JPALS LDGPS Demonstration System accomplished under contract F19628-99-C-0039; (3) The design, implementation, and testing of upgrades to the JPALS LDGPS Demonstration System developed under contract F19628-99-C-0039; (4) Support of additional testing of the LDGPS Demonstration System including flight testing and testing with third party equipment or software; (5) Continued evaluation of the GAS-1 test results. The following capabilities are pertinent to this acquisition: (1) The ability to support flight testing of the receivers amd anti-jam systems in a C-12J aircraft; (2) Access to, documentation of, and ability to modify and run, a GPS error model, a GPS constellation availability model, and simulators that model the LAAS Ground Facility (FAA Specification FAA-E-2937) and LAAS MOPS (DO-246A) differential corrections and navigation processing requirements (in C software language); (3) Ability to post-process, reduce, and analyze existing flight test data including raw pseudorange and carrier phase data from the AGR and the Trimble Force 5 receivers and data collected from the LDGPS Demonstration System ground and airborne processors. Also the ability to compare and contrast this data with jamming and truth source data; (4) Access to and ability to modify, operate, and maintain a prototype LDGPS precision approach and landing system that can: a) be modified to interface with various anti-jam and GPS receiver systemsincluding the Trimble Force 5 and GAS-1; b) support and run the LGF and LAAS MOPS functions (not including signal quality monitoring, some operation and maintenance functions, full data link functionality, and other requirements associated with a fully operational system [e.g., environmental and continuity requirements] ); c) be flown in a C-12J; and d) has been demonstrated (supported) in actual precision approach and landing system flight testing. The demonstration system will be required to support testing in the first quarter of calendar year 2003; (5) The ability to support flight testing of the anti-jam GPS receivers and related systems, the GAS-1, the Trimble Force 5, and the prototype LDGPS precision approach and landing system; (6) Access to GAS-1 test data, ability to recommend demonstration system design changes based on evaluation of GAS-1 test data. If a firm believes it is capable of performing the Governments requirements, they may identify their interest to the Government. Interested firms are requested to submit a statement of qualifications, along with supporting documentation to: ESC/GAK, 75 Vandenberg Drive, Hanscom AFB, MA 01731-2103, Attn: Ms. Christine Baron, Contracting Officer via electronic transmission to: Christine.Baron@hanscom.af.mil. Responses must be received no later than 15 calendar days after the date of this publication and should not exceed ten (10) pages on 8 ? x 11 inch paper with type no smaller than 10 pitch. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal and proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. Ombudsmen do not participate in the evaluation of responses, source selection, or formulation of acquisition strategy. Interested parties are invited to call the Electronic Systems Center's Ombudsman, Colonel Joseph Maryeski, Director, Commander's Staff, (781) 377-5106. The Ombudsman should be contacted only with issues or problems that have previously been brought to the attention of the program manager and/or contracting officer and could not be satisfactorily resolved at that level. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within (15) days after release of the solicitation will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 26.
