Description
GROUND BASED NAVIGATION AIDS FOR BULGARIA. This announcement serves as a NOTICE OF CONTRACT ACTION (NOCA) to all potential offerors that on or about 15 Feb 2002, the Global Air Traffic Operations/Mobility Command and Control System Program Office (GATO/MC2 SPO at Hanscom AFB, Massachusetts, anticipates the release of a Request For Proposal (RFP) F19628-02-R-0002 for FMS Case BU-D-DAD. The items and services to be purchased are as follows: a) One (1) Mobile TACAN (Tactical Air Navigation) meeting the performance requirements of NATO STANAG 5034 and MIL-STD-291C (Feb 1998) to support non-precision instrument approaches and area navigation, to include: electronics; outfitted shelter; antenna; cabling and interconnects; two year supply of spares without replenishment; two year commercial warranty; specialized test equipment; remote control and monitor; factory acceptance testing; system installation and checkout (I&CO); technical support to Bulgaria for initial commissioning flight inspection; technical manuals, in English, for equipment operation and maintenance; and shipping, FOB destination Bulgaria (Graf Ignatievo Air Base), to site. The successful contractor will be expected to procure all necessary export licenses and approvals for this equipment prior to shipment. b) One (1) Transportable Ground Control Approach System (GCA) to provide radar approach control service, including a transportable Category II precision landing capability that can be rapidly realigned to service different runway ends. The system is to include: full 360 degree coverage: primary surveillance radar (ICAO Annex 10, Vol I); secondary surveillance radar (ICAO Annex 10, Vol IV); precision approach radar (PAR, ICAO Annex 10, Vol I); three UHF/VHF transceiver radios with 8.33 kHz VHF channel spacing; easily upgradeable to anti-jam, secure communications and high power (50 W) operations; two (sets) multi-mode digital color displays; remote control and status units; diesel generator; cabling and interconnects; two year supply of spares without replenishment; two year commercial warranty; specialized test equipment; factory acceptance testing; system installation and checkout (I&CO); technical support to Bulgaria for initial commissioning flight inspection; technical manuals, in English, for equipment operation and maintenance; and shipping, FOB destination Bulgaria (Graf Ignatievo Air Base), to site. NB: The successful contractor will be expected to obtain all the necessary export licenses and approvals for this equipment prior to shipment. In addition, it is recommended that the contractor obtain all necessary export licenses and approval prior to manufacture. Bulgaria is currently not a NATO member country and obtaining the necessary export licenses and approvals may take longer than expected. c) One (1) Approach Lighting System (ALS). For planning purposes, runway length is approximately 2,550 meters, and taxiway length is approximately 6,580 meters. Includes: precision approach (ICAO Category II Approach Lighting System) for primary direction end of runway, and non-precision approach (simplified approach lighting) for secondary direction end of runway; Precision Approach Path Indicators; runway lights; taxiway lights; threshold lights; high intensity strobe lights; remote control and status units; cabling and interconnects; backup generator; specialized test equipment; technical manuals, in English, for installation, equipment operation and maintenance; two year commercial warranty; two year supply of spares without replenishment; factory acceptance testing; shipping, FOB destination Bulgaria (Bezmer Air Base), to site; technical support for system installation and checkout ( planned for Bulgarian self-installation, with Contractor oversight ); and technical support to Bulgaria for initial commissioning flight inspection. The successful contractor will be expected to procure all necessary export licenses and approvals for this equipment prior to shipment. Equipment operation/maintenance training, for the above systems, to be conducted on-site and administered by the Air Force Security Assistance Training Command (AFSAT), under separate contract(s). Purchase of these items for the Bulgarian Air Force will be IAW Foreign Military Sales (FMS) commercial acquisition procedures. The items described above must be proven commercial off-the-shelf (COTS) items. Your consideration should assume delivery of all items on-site in Bulgaria NLT 12 months following receipt of order(s), inclusive of the time required by the vendor to comply with all export laws and regulations. Bulgaria does not have a Freight Forwarder. You may consider all or part of the above requirements in responding to the RFP. Offerors will be provided 30 calendar days to respond to the final RFP and telephone requests for the solicitation will not be accepted. All respondents shall indicate if they are a large business, small business, small disadvantaged business, 8(a) concern, veteran-owned small business or women-owned small business. Indicate if you are a US or foreign-owned company. In addition, contractors will indicate whether or not their equipments and services are offered through the GSA schedule or any other government-wide agency contract. Contractors desiring to do business with the Air Force shall be registered in the DoD Central Contracting Reporting System (see http://www.ccr2000.com/). An Acquisition Ombudsman, Colonel Joseph Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman 's role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
