Description
NA This solicitation is 100% set aside for Hubzone businesses. Estimated cost of construction is $2,000,000.00 to $5,000,000.00. The assigned NAICS is 233320 (SIC is 1542) with a Size Standard of $27,500,000.00. Construction completion is 365 calendar days . Project consists of construction of a new and renovate existing facilities on the 77 acre ?C? field range on Edgewood Area of Aberdeen Proving Ground. Significant major project features are renovate two buildings and five ammunition magazines; improve existing roads, utilities, stormwater and fire protection piping; construct a helicopter landing pad, three observation bunkers, two firing positions, a fuel storage containment pad, an impact berm, security fence, and a target storage yard. Mitigation of asbestos and lead paint will be required. Site is an active range and will require unexploded ordance (UXO) detection and removal during excavation This solicitation will be provided in an electronic format, free of charge, to all registered plan holde rs. The media through which the government chooses to issue this solicitation will be on the web site; this solicitation will not be issued in paper. Contractors may view and/or download solicitation information from the internet at https://ebs.nab.usace .army.mil. All contractors must go to this web site to register as a plan holder. In order to register each contractor must have a valid Dun and Bradstreet number and cage code number assigned for the specific location being registered and also be regist ered in the central contractor database. Each contractor need only register once for each solicitation. Only registered plan holders will be provided the solicitation. This procurement will be advertised as a Request for Proposal and will be evaluated f or Best Value for award of the project. The technical evaluation criteria will be established in the RFP. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. For information regarding CCR registration, the CCR Web site can be accessed at http://www.ccr2000.com. Other information regarding registration can be obtained through CCR Assistance Center (CCRAC) at 1- 888-227-2423. A paper form for registration may be obtained from the DoD Electronic Commerce Information Center at 1-800-334-3414. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation is scheduled to b e issued on or about 21February 2002 with proposals due on or about 26March 2002.
