- STATEMENT OF REQUIREMENT FOR CONTRACT SERVICES IN THE AREA OF JACKSONVILLE, NEW JERSEY SP0600-02-R-0045 for COCO Storage Services in the Jacksonville, New Jersey area. Defense Fuel Support Point services are required for the period beginning 01 October 2002 (performance period will be a multi-year (3 years) contract with two one-year options to renew). The purpose of this requirement is to obtain the necessary services and facilities to receive, store and ship one grade of Government-owned petroleum product (JP8) in the vicinity of Jacksonville, NJ. Terms and conditions applicable to the requirement are as follows: 1. AREA OF CONSIDERATION: Jacksonville, NJ area. 2. TANKAGE REQUIRED: Approximately 315,000 barrels of storage capacity with a minimum of two tanks interconnected and isolated from other facilities and products handled within the tank farm. Clause L116.01, Data Required, must be submitted. 3. ESTIMATED THROUGHPUT: 2,100,000 barrels for each 12-month contract period. Throughput is computed as follows: receipts plus issues, divided by two. The estimated throughput quantity does not include the initial fill of the terminal. 4. GRADE OF PRODUCT: Turbine fuel aviation, grade JP8. 5. RECEIVING CAPABILITY: a. Via barge on a 24 hour per day, 7 days per week basis, at a minimum rate of 2,000 barrels per hour. b. Via government-furnished tank trucks on an 8 hour per day (6:00 a.m. to 3:00 p.m.), Monday through Friday basis (federal holidays as stipulated in the wage grade determination excepted), and in excess of those hours on an overtime basis. 6. SHIPPING CAPABILITY: a. Via Contractor-furnished pipeline and pipeline connections to McGuire AFB storage/manifold facilities on a 24 hour per day, 7 days per week basis. The Contractor?s pipeline and facilities must be compatible with the AFB receiving capability. b. Via Government-furnished tank trucks between the hours of 6:00 a.m. and 3:00 p.m., Monday through Friday (federal holidays as stipulated in the wage determination excepted) and in excess of those hours on an overtime basis. 7. CLAUSE B34.01, ANCILLARY FACILITIES: a. STORAGE TANKS AND FACILITIES: All tanks and facilities must meet the minimum requirement of the current API standards, the NFPA codes, and all laws, regulations, etc., applicable to tanks and facilities of the type to be provided. Cone-roof tanks with interior floating roof pans are preferred, however, floating roof tanks will be acceptable. Floating roof tanks will be equipped with roof drains that prevent water from coming into contact with the fuel. The tanks shall be connected so as to provide the capability of re-circulating/filtering of products between tanks. b. TRANSPORT TRUCK LOADING FACILITY: Transport truck-loading facilities capable of spotting and loading four trucks simultaneously. The truck loading facilities shall be of the type capable of providing bottom-loading that is in compliance with Federal, state, and local environmental laws/regulations for the type of product being loaded. As a minimum, the transport truck loading facilities shall be equipped with a temperature-compensating meter capable of accurately measuring the volume of product being loaded. The facility must also be capable of unloading tank trucks being returned after loading due to leaks or other problems. The loading of Government-furnished transport trucks shall not be in competition with the contractor?s other terminal operations. c. DOCK AND BERTHING FACILITY: Dock and berthing facilities capable of receiving and berthing vessels of a minimum of 3,800 dead weight ton (DWT). The dock/pier will, as a minimum, berth vessels of 280 ft LOA, 60 ft WOA and 15 ft maximum loaded draft. The fuel loading lines from the dock through the manifold to the tanks shall be capable of receiving at a rate of at least 2,000 barrels per hour. d. PIPELINE: Contractor-furnished pipeline connection from Contractor?s terminal to McGuire AFB tankage capable of delivering product at a minimum rate of 15,600 barrels per day (24 hours continuous pumping) on an ?as required? basis. (The maximum rate is approximately 19,200 barrels per day). The Contractor?s operation procedures for the pipeline to McGuire AFB must provide for the Contractor?s personnel to operate the manifold connection between the Contractor?s pipeline and McGuire AFB storage. The terminal issue line to McGuire AFB shall be equipped with a temperature-compensating meter capable of accurately measuring the volume of product shipped. The DD Form 1348-7 series documents covering pipeline shipments will be prepared at the terminal and will reflect, in quantity shipped column, the amounts indicated by the temperature-compensating meter. e. INJECTION SYSTEM: A separate injection system (pump and ancillary connection facilities) for the injection of each Government-furnished additive (i.e., FSII, conductivity additive and corrosion inhibitor) into the product during normal receiving, shipping and tank-to-tank transfer operations. f. FILTRATION: Contractor-furnished filter separator meeting the requirements of API Bulletin 1581, Group II, Class B to allow for filtration during truck loading operations, tank-to-tank transfers and pipeline shipments. The Government shall reimburse the Contractor for the cost of the replacement of filter elements, and disposal of the used filter elements. g. LABORATORY FACILITIES: Laboratory facilities (space, equipment and supplies) to perform the fuel specification tests required in attachment 4, Fuel Testing Requirements, MIL-T-83133 (Grade JP-8) and MIL-I-85470A (FSII). h. OFFICE SPACE: The Contractor shall provide, as a minimum, 110 square feet of lockable office space and furniture which includes a desk, a computer/printer table, a swivel chair with arms, 3-shelf bookcase, 3-drawer letter size locking file cabinet, TI (Texas Instruments) 5130 10-digit desk top calculator or equivalent, and 2 straight-back chairs. Contractor will provide janitorial services for the QSR office space of the same quantity and type that is provided for his own office area at the terminal. i. TELEPHONE LINE AND SYSTEM: The Contractor shall provide a telephone and phone recorder with remote device installed on a dedicated line for use by the QSR. A separate dedicated line shall be provided for connection of the QSR?s computer modem. The Government will reimburse the Contractor for installation charges and the monthly telephone bills for both lines upon presentation of supporting documentation and an invoice certified by the QSR. No fees or administrative charges will be allowed to be added to the bills. j. FACSIMILE MACHINE AND LINE: The Contractor shall provide a fax machine, Panafax model PX100 or equal, with GII and GIII with 28,800 BPS modem. The fax machine shall be placed on a suitable table beside the telephone. The fax machine and the telephone shall be used exclusively to transmit and receive data between DESC activities and the Contractor?s terminal. The Contractor shall provide a commercial telephone on a dedicated line for use with the fax machine. The telephone service shall consist of the following: PX100 FCC registration #BTL8XK68538-FA-E, ringer equivalency 1.1B, telephone line voice grade line terminated in RJ11C single line telephone set. The telephone for the fax machine shall not be utilized for any other purpose. The Government will reimburse the contractor for costs associated with phone services upon receipt of a QSR-certified invoice itemizing the long distance charges. k. PHOTOCOPY MACHINE: The Contractor shall provide a photocopy type reproduction machine that is capable of handling letter and legal size copies. The Contractor shall provide sufficient quantities of both sizes of paper to meet the terminal?s and the QSR?s copy requirements. l. FUEL AUTOMATED SYSTEM (FAS) ADP EQUIPMENT: 1. The Contractor shall input inventory data of Government-owned product directly into the Government?s Fuel Automated System (FAS) utilizing the Government-furnished computer software. DESC will install the necessary software and provide training to minimum of two contractor personnel. Reference Clause I119.04 for additional information regarding the Government?s inventory data requirement. The Contractor shall provide the following ADP equipment to be used for reporting inventory data utilizing the FAS software: ? 733 Hz processor ? 128 MB RAM ? 10 GB HDD ? V710 Monitor ? 56K Modem ? Windows 2000 Operating System 2. The Contractor shall provide a dedicated commercial telephone line to be used for data entry into the FAS system. The installation charge and the monthly telephone bill will be reimbursed by the Government upon presentation of supporting documentation and an invoice certified by the QSR. No fee or administrative charge will be allowed to be added to the bill. The government will not pay for the cost of internet service provider. That is a cost of doing business and should be factored into the base price (Internet connection fees (i.e.: AOL, EROLS, etc.)). m. GENERAL: In the absence of any contract provisions or references to a method, specification or other instruction, the contractor shall perform all services hereunder in accordance with the best commercial practices.
