- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE AWARD WILL BE MADE USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-02, sections effective December 18, 2001 and (FAC) 2001-03. The associated North American Industrial Classification System (NAICS) code for this procurement is 333298 with a small business size standard of 500 employees. However, this acquisition is unrestricted and all interested offerors may submit a quote. This is a brand name or equal requirement. The brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency requirement. The National Institute of Standards and Technology (NIST) has a requirement for: Line Item 0001, Top Loading, Liquid Helium 70mm Cryostat, A.S. Scientific brand or equal, Quantity 1 each. The salient characteristics of the A.S. Scientific 70mm Cryostat shall include the following: (1) The liquid helium cryostat shall conform to the specific construction and material choices inherent in such application; (2) Helium consumption independent of sample well temperature; (3) 2 - 300 K operating temperature range; (4) 70mm top-loading sample well diameter; (5) physical separation between sample well and cooling circuit; (6) regulated cooling power via a metered cold valve; (7) hold time for liquid helium and nitrogen greater than 24 hours; and (8) maximum diameter less than 18 inches. In addition, the cryostat shall have a customized tail section and sample probe for compatibility and use with the existing NIST Small Angle Neutron Scattering (SANS) spectrometer as set forth below. (1) The customized tail section shall be compatible with an A.S. Scientific Standard 70mm Cryostat without modification. (2) Horizontal neutron beam access in one direction, which intersects only circular sapphire windows. Any proposed system shall preserve the opening angle of the neutron beam; described by a regular trapezoid, in both the forward and reverse beam directions from the sample position. The minimum total beam height shall be 15 mm at the sample position. The sample position shall be at the vertical centerline of the cryostat and centered on the horizontal beamline. A side view of the neutron beam shall be a regular trapezoid with vertical, parallel sides of 15 mm and 50.3 mm when separated by 100 mm distance. The use of a 100 mm distance is for illustration purposes only, and is not a requirement of this solicitation; (3) Sapphire windows shall be supplied by NIST at no cost to the vendor. The sapphire windows used in this application are required to produce minimal small angle scattering in a neutron beam. It is NIST's responsibility to acquire and test sapphire windows, which meet these criteria. NIST will provide sapphire windows compatible with the vendor's design for installation in the cryostat. The sapphire windows shall be polished on both faces, random or 0 degree orientation. Size of the windows in the vendor's design shall be guided by the opening angle requirement in (2) above; (4) Compatibility of custom vacuum can with the NIST SANS Spectrometer: The mounting flange shall have clearance holes on a bolt square and have a detachable centering pin. (a) The bolt square shall consist of 4 clearance holes (9/32 inch) on a 230 mm square (325.3 mm diameter). The bolt square shall also be oriented such that the beam line is perpendicular to two sides of the square. (b) The centering pin mounted on the bottom flange shall be 0.990 +/- 0.003 inches in diameter, 3/8 inch in height, and fixed by a central screw; (5) Top Loading Sample Well: (a) 70mm diameter (except for tail section specified in (c) below); (b) Beam center height shall be 6 inches above bottom flange lower surface; (c) minimum opening of 70 mm diameter in the neutron beam area, though tail section may not be cylindrical; (6) Temperature control of the sample well shall be regulated by a silicon diode temperature sensor and a resistive heater internally mounted in the cryostat. These shall be connected according to the pin-out and specified connector in specification 7(b) below. (a) Heater resistance of 25 to 50 Ohm and power rating of at least 100 watts; (b) Silicon diode temperature range: 2-300K. Silicon diode accuracy: +/- 0.25 K in the range 2K to 100 K and +/- 0.5 K in the range 100 K to 300 K; (c) Silicon diode sensor shall be compatible with Lakeshore temperature controllers, such as models 340, 330, and 331; (7) Sample Probe: (a) Shall include silicon diode temperature sensor (same type as in (5) above) with external connection as in specification 8(a) and 8(c) below; (b) Shall terminate with a threaded mounting stud (5/16-18 UNC, 0.25 inches long) protruding from a rod of at least 20mm diameter; (c) End of probe shall be 45mm above beam center height, adjustable +/-60mm; (8) External Wiring Specification: (a) Connector Type: Detoronics model DTIH-14-19PIN or equivalent. The salient characteristics of this connector are vacuum tight construction, pin size and configuration, and locking mechanism equivalent to the named connector; (b) Cryostat pin assignments: K/Sensor I+; L/Sensor I-; N/Sensor V+; P/Sensor V-; M/Heater+; A/Heater-; B/Valve heater+; C/Valve heater-; (c) Sample probe pin assignments: K/Sensor I+; L/Sensor I-; N/Sensor V+; P/Sensor V-. Line Item 0002: Delivery FOB Destination: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt of the shipment by the consignee at the delivery point specified in the contract; and pay and bear all charges to the specified point of delivery. The contractor shall deliver all line items FOB Destination, to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur within 120 days or less after receipt of the purchase order. Line Item 0003: Warranty: The Government requires a minimum of one-year warranty. Optional Equipment: The following are option line items of which the Government may purchase within one year from award and the delivery terms and delivery time shall be the same as Line Item 0002. Line Item 0004 (Option Line Item): Automatic cold valve for low temperature operation, Quantity 1 each. Line Item 0005 (Option Line Item): Helium level probe and indicator, Quantity 1 each. Line Item 0006 (Option Line Item): Nitrogen level probe and indicator, Quantity 1 each. The Government will award a purchase order resulting from this combined synopsis/solicitation to the responsible offeror whose quotation, conforming to this synopsis/solicitation, will offer the best value to the Government, price and other factors considered. The following will be used to evaluate quotations: 1) Technical Capability to meet agency need, 2) Past Performance, and 3) Price. Technical Capability and Past Performance when combined are more important than price. Evaluation of Technical Capability will be based on the information provided in quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, which clearly document that the offered products meet or exceed the specifications stated above and meet the needs of the Government in essentially the same manner as the brand name. Evaluation of Past Performance will be based on the references provided IAW FAR 52.212-1(b)(10). Quoters shall provide a list of at least three (3) references which shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract, address and telephone number of the Contracting Officer if applicable, and the date of delivery or the date services were completed. The provision at 52.212-1, Instructions to Offerors-Commercial Items applies to this acquisition. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. All offerors shall submit an original and two (2) copies of the following: 1) A quotation which addresses all line items; 2) Technical description and/or product literature; 3) The most recent published price list(s); 4) A list of three (3) contracts/purchase orders completed during the past three years for similar equipment with the following information: Name of contracting activity, contract number, contract type, total contract value, contracting office, and telephone number, and program manager and telephone number; 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at www.arnet.gov/far.
