- Description
- The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), intends to procure construction of a Sewer and Water Distribution System to connect all of the buildings at the National Ocean Service (NOS), Center for Coastal Fisheries and Habitat Research (CCFHR) in Beaufort, NC, to the Beaufort municipal water and sewer system. This NOAA Laboratory complex shares Pivers Island with Duke University and is located between Beaufort and Morehead City. The Beaufort sewer and water systems were previously extended across the channel to Pivers Island about 5 years ago, and these main lines and lift station were sized for all of the NOAA and Duke facilities on Pivers Island. Duke University has already connected their buildings to this system. The Contractor shall provide all the labor, material, equipment and each and every item of expense to construct a Sewer and Water Distribution System to connect the NOAA buildings on Pivers Island to the existing Beaufort sewer and water distribution system on the east side of Pivers Island. Construction work includes, but is not limited to, gravity sanitary sewer lines, water distribution systems, manholes, hydrants, conduits, dewatering, excavation, backfill, compaction, testing, cutting and patching, closure of existing systems, and landscaping. The Government intends to award a contract to the responsible offeror whose proposal represents the best value to the government following the evaluation of technical and cost proposals. The following technical and performance criteria will be used in evaluating the proposals: (1) Successful experience of the construction firm with construction of similar type projects, (2) Submission of a construction plan which exhibits understanding of the requirements and a strong plan for quality control and success, (3) Availability of key personnel experienced in construction of similar type projects, and (4) Primary firm?s planned participation in the project. Technical and performance criteria are slightly more important than price. The resultant procurement will be a firm-fixed price contract. Completion time for this project is 150 calendar days. This is a total small business set-aside. Estimated Construction cost is from $500,000 to $1,000,000. Drawings, specifications and bid documents will be available on or about February 27, 2002. A pre-bid site visit will be scheduled in the bid documents approximately the second full week of March, 2002. All responsible sources may submit an offer which will be considered by the agency.
