- Description
- The Centers for Medicare and Medicaid Services intends to award under Simplified Acquisition Procedures, a firm fixed price award, on a sole source basis to Empire Medicare Services, 400 South Salina Street, Syracuse, New York, 13202. This is a follow on to a previous effort. This award will provide education and training activities developed and presented in support of ambulance updates and Swing Bed (SB) implementations. (1) Prepare and provide CMS, a detailed training manual for Fls, carriers and state Medicaid agencies to use in training their staff members and SB providers on the new payment system. All information available on SB PPS should be used to develop the manual including collecting and evaluating information contained in the final rule published in the Federal Register. In addition, program memoranda and as well as information provided by CMS subject matter experts should be considered. A draft of the manual should be provided to CMS. The manual should be completed and submitted to CMS in final electronic (Microsoft Word) and hard copy format, to be duplicated for distribution as well as loaded to the CMS web site where it will be made accessible to all interested parties. (2) Conduct training of Fls, carries, state Medicaid agencies and providers, as needed by CMS, by using information provided in the train the trainer manual. Training should include slide presentations, a facilitator?s manual and a questions and answer session, which should include trainers and CMS staff. Training will take place at a facility secured by CMS in the Baltimore Metropolitan area. (3) Provide training conference related support including a) Development of the conference agenda, b) Providing on-site registration and support, c) Providing trainer, material and conference evaluation, d) Providing a means for collecting questions from training preparation status defining any problems associated with implementation. Empire Medicare Services will use their extensive knowledge and experience in preparing these training materials. Empire has developed various training manuals that are currently being used by CMS to train Medicare providers and suppliers. Their staff includes subject matter experts in Medicare payment and billing systems who have worked with CMS in the development and implementation of all major payment system changes in 1999. They have a very successful record of developing and producing train-the-trainer programs. Empire Medicare Services has a staff of experience trainers and speakers who have assisted CMS in implementing other payment systems. They have been very successful in providing materials in a very short period of time. All responsible sources may submit capability statements in consideration to the Agency at the above address.
