- This is a combined synopsis/solicitation notice of intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a notice of intent (NOI2029). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-03. This is not a Small-Business Set Aside. The North American Industry Classification System (NAICS) Code for this acquisition is 325414 and the Small Business Size Standard is 500 employees. SCHEDULE: The National Institute of Allergy and Infectious Diseases (NIAID), Vaccine Research Center (VRC) intends to procure custom DNA Oligonucleotides on a sole source basis from Invitrogen using simplified acquisition procedures. The Immunology Lab of the Vaccine Research Center (VRC) is developing vaccines for HIV, Ebola and, other viral diseases. Cloning and making different mutations of viral proteins at the DNA level is critical to the vaccine development. In order to continue the advances made possible by this research, it is vitally important that the custom DNA Oligonucleotides that have been used in Protocol #Z5001, continue to be constant and consistent in order not to compromise the results of the research. Changing or adding variables would delay and/or hinder the research. Synthesized DNA primers will be used in polymerase chain reaction to amplify the number of copies of a particular DNA fragment; overlapping polymerase chain reaction to generate new DNA molecules, site-directed mutagenesis of DNA molecules; and DNA sequencing reactions. The vendor shall furnish all the necessary services, qualified personnel, materials, equipment, and facilities, not otherwise provided by the Government, as needed to perform the following: 1) provide personnel who have expertise in the DNA primer synthesis, 2) provide sufficient equipment for synthesizing DNA within 24 hours after receiving an order. Vendor will be required to synthesize 50-200 nmoles of DNA primers of 15-100 nucleotides in length. Short primers (<40 bases) will be de-protected, desalted and lyophilized. In addition, longer primers will be purified with polyacrylamide gel electrophoresis. The final products should be sent to the VRC by courier or by an overnight shipping service, 3) re-make the primers if the quality of the said product is below the prevalent standard, and 4) geographic proximity of vendor to the NIH campus in Bethesda, MD is desirable in order to facilitate transfer of orders, and DNA primers as needed. This will be a firm-fixed price contract. FOB terms are destination. The anticipated period of performance will be twelve (12) months from the date of award. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications-Commercial Items. Copies of the aforementioned clauses are available upon request. Offers must be submitted no later than 4:30 P.M. Eastern Standard Time (EST), 22 February 2002.
