Description
The Federal Highway Administration requests statements of capability from certified small business firms addressing their ability to perform tasks in the areas listed below. Your statement must address each task area listed below individually. In addition, interested firms must be able to meet the staffing qualifications included in this notice. The NAICS code for tasks discussed in this notice is 541611. The small business threshold is $5 million. Right of Way and Real Estate Analysis Ability to: *Define and identify various data needs, appropriate sources, and then apply the quantitative and/or qualitative analysis techniques *Use various statistical analysis packages. Take data from various sources, such as databases or raw survey returns, and develop a data framework conducive to various cross tabulations, statistical analysis plan, and provide the data in a format conducive to future statistical analysis. *Use various qualitative analysis packages. Consolidate the information gained from these resources into purposeful case studies, summary findings, and/or recommendations. *Develop, evaluate, and prepare recommendations for application of geo-location systems for appraisal valuation, outdoor advertising control, utility management, and corridor management. *Evaluate automated valuation processes for potential implementation in Federal, State and Local Public agency acquisition programs *Devise methodology to incorporate use of Geographic Information Systems (GIS) for valuation, relocation, and use of R/W properties. *Summarize and diagnose innovative practices that could be established for R/W title search processes. Include mechanisms for integration and distribution of information between individuals and offices. *Prepare documentation for OMB research survey approval, conduct and report on surveys using standard quantitative and/or qualitative methodologies. Manage National surveys; consider trends, and economic and land use. Highway Beautification Act, Regulations and Control Ability to study and evaluate the Highway Beautification Act Regulations (HBA) and Controls. Specific activities may include: *Conduct conferences and/or forums with public and private stakeholders who have interest in outdoor advertising control. *Evaluate State and FHWA agreements on outdoor advertising control. *Study the process of billboard valuation on a national basis. Provide a detailed summary of each State's legislative and regulatory stipulations for billboard acquisition. Synopsize State court rulings that have governed acquisition, removal, and assessment of billboards. Provide conclusions and recommendations for HBA and associated regulations change. *Examine outsourcing of outdoor advertising management. Determine the cost savings benefits, contractual conditions, expected time frame for public/private agreements, existence and use of electronic baseline systems, and methods of quality control. Legislative and Policy Analysis Ability to provide legislative and policy analysis. Specific activities may include: *Analyze the process and performance of all transportation acquisition and land use activity in complex contexts, formulate process improvement alternatives, evaluate alternatives through pilot programs, and develop short term and long range performance improvement programs for transportation agencies. *Define and evaluate common and distinguishing elements between FHWA regulations and State legislation relating to the Uniform Act, and the Uniform Standards of Professional Appraisal Practice. Identify and evaluate positive and negative aspects of various legislative and policy related groups and constituencies. Identify impediments, barriers, or difficulties in establishing policy or regulations, and difficulties implementing, and maintaining compliance with policies or regulations. *Survey Federal agency offices that implement the Uniform Act for acquisition or management of real property. Determine the quantity and quality of transactions in terms of valuation, acquisition, and relocation requirements. Provide baseline information, in database format, on Federal agency Uniform Act actions, including costs, geographic location, and purpose of Federal action. *Analyze the cost, benefits, impacts, etc. of proposals made to support legislative and policy R/W and R/E initiatives. The effort may include conducting small-scale research on proposals to gather information and identify impacts. *Assemble, evaluate, and prepare recommendations on relevant information pertaining to potential privatization of tourists' stops along Interstate routes. Incorporate potential demand for private and commercial vehicle extended stay parameters, such as need for public services, security factors, issues of proximity to private establishments (noise, lights), parcel size requirements to accommodate the expected number of users, need for emergency communication devices, requirement for on-site personnel (seasonal, or year round), income/expense factors, and conflict with competing off-Interstate rest stop facilities. *Evaluate Public Agency corridor management laws that govern planning for integrated transportation solutions. Survey Public Agencies on existing practices on advanced real property acquisition designed to preserve R/W for future use, complement existing zoning conditions, and/or effect land use controls for local, regional, and State comprehensive transportation and general infrastructure plans. *Evaluate State appraisal processes with respect to "waiver" provisions. Analyze the outcome of "waiver" permissions upon the volume of State acquisitions that are low cost and uncomplicated, the impact upon the cost of R/W valuation, and how use of " waivers" supports Uniform Act protections. *Analyze existing FHWA R/W and independent research on compensation for business relocation as a result of Federal-aid projects. Compare pilot study results against current regulations and prepare options for regulatory change. *Consider the conditions and applications of privatization of State R/W acquisition and relocation processes. Include effective State/private contractual mechanisms, advise on significant terms and conditions, and provide recommendations. Task Area D: Right of Way and Real Estate Administrative and Support Services Ability to provide right of way and real estate administrative and support services. Specific activities may include: *Refine HEPR organization missions into strategic plans containing programs goals and objectives. Specify requirements for HEPR budgets. Participate in the preparation of solicitations for conducting research, the selection of successful bidders, and the evaluation of contract performance. *Measure the performance of the HEPR program and its constituent projects in a Government Performance and Results Act (GRPA) context. Translate stated programs goals and objectives into measurable outputs and outcomes. Allocate the program measures into constituent projects, devise and conduct efficient but reliable means to measure project performance, and accumulate project performance to determine the satisfaction of program goals and objectives. *Develop and utilize outreach and marketing tools using appropriate writing style, language (English, Spanish, or other as appropriate), Internet content, publication notices, and other media distribution to convey R/W and R/E issues, overviews, executive summaries, and research studies. Promote workshops, training sessions, on-line resources, and Pdf file format, DVDs and/or CDROMs on relevant R/W and R/E concerns.. *Devise research questions on user needs and solution-acceptance. Prepare sampling plans, instruments and data collection for Federal, State, and Local Public Agencies. Manage field interviews for quality control. Analyze sample returns to determine their statistical significance and implications for program action. Present the results in forms easily understood by the broad spectrum of users in the R/W and R/E community. *Provide support to HEPR Headquarters and field staff in developing, applying, and assessing performance measures that are relevant to acquisition, relocation, HBA, and property management. *Provide support to HEPR Headquarters and field staff in developing, applying, and monitoring process improvement programs that are relevant to R/W and R/E activities. *Evaluate, or develop and validate, selection, training, performance requirements, tests, practices, and procedures for various right-of-way staff and related professional R/W and R/E positions. Utilize classroom systems, on-line distant learning, and independent learning programs. Marketing & Facilitation Elements Ability to provide marketing and facilitation support. Specific activities may include: *Provide support to FHWA HEPR Headquarters and field staff in holding meetings, seminars, and focus groups necessary to define needed actions to enhance HEPR's program areas. *Analyze the performance of Federal, State and Local Public Agencies regarding implementation of the Uniform Act, the Highway Beautification Act, 23 CFR, and/or 49 CFR. Prepare status reports on the state of practice on the implementation of the Uniform Act. *Conduct collaborative processes, both live and by remote communications that integrate participants of differing backgrounds and perspectives, for convergence of ideas and knowledge for program recommendations. *Compose multi-media materials (written and graphical, physical and electronic, flat and hyper-text, audio and video) that successfully educate a wide variety of potential users, R/W personnel, and policy makers. Work with third party outreach staff and focus groups to determine the level and contents of materials. Devise curricula and materials for use by third party presenters, or for direct delivery in established training programs, or ad hoc seminars. *Provide support to HEPR staff for development and use of technical tools including models and computer-aided instructional (CAI) projects. Manage technical logistical, design services, and/or test technical tools pertaining to CAI. Computer-aided projects can include the following technologies: animation; CDROM, collaborative planning systems; computer-aided instruction and visualization; data compression; digitizing photos and other digital technology; dynamic interaction simulation; geographic information systems; graphical interfaces; hyper-media; interactive modeling techniques; and video logging. *Synthesize content on R/W and R/E related topics into Internet web ready documents, CDROMs, DVDs and workshop content. At a minimum your statement of qualifications should state your ability to fill the following key personnel positions with the characteristics outlined below. (a) Program Manager: The Program Manger (PM) shall be responsible for overall management of the contract, including quality assurance for all products delivered to the government and availability of resources to complete all task orders. The PM shall have experience in successfully managing at least two completed projects under a federal contract, of comparable size and content as this contract. The PM shall have a minimum of 5 years experience in transportation-related research and development. The PM shall have demonstrated success in keeping programs involving multiple subcontractors on schedule and within budget, and in providing high quality products meeting the sponsor's expectations. Depending on the nature of the tasks, the PM must be able to dedicate up to 40% of total annual labor hours over the contract period of performance to manage the contract, and shall be available for communications and presentations to the government concerning program management. (b) Principal Specialist Investigators: The Principal Specialist Investigators (PSIs) shall be responsible for overall technical direction and supervision of task leaders on all relevant tasks under the contract. The PSIs shall have at a minimum a Master's degree in a field applicable to R/W and/or R/E operations, and a minimum of 5 years of progressively responsible experience in transportation-related research and development, or equivalent. This experience shall include technical leadership of significant work on various aspects of transportation. Depending on the nature of the tasks, the PSIs must be able to dedicate up to 75% of total annual labor hours over the period of performance to technical leadership of the contract, and shall be available for communications, and presentations to the government concerning technical progress and results. The Real Property PSI is to have the ability to conduct economic analysis, identify and explain various economic data about transportation and land use activities, analyze various trends and impacts, and forecast trends. Legislation/Policy discipline includes: 23 CFR; 49 CFR, Federal Agency interaction, compliance on State and Federal levels, regulatory and legislative revisions, real property rights, and support/implementation of innovations and new technology. The Legislation/Policy Specialist(s) shall have the capability of performing the following tasks: a. Technical direction of tasks that entail legislative and/or policy analysis. b. Provide insight concerning the impact and possible alternatives to various legislative/policy options or scenarios. c. Identify positive and negative aspects of proposed legislation and policy upon various constituencies. d. Identify impediments, barriers, or difficulties in establishing policy or regulations. e. Define difficulties for implementing, monitoring, or maintaining compliance with policy or regulation. The Legislative/Policy PSI will have at a minimum a Master's degree (or equivalent) in Public Policy, Public Administration, or other discipline related to legislative/policy analysis, legislative/policy framework development, and legislative/policy benefit/cost analysis, or equivalent. (c) Research/Technical Staff: The Research Staff shall be responsible for overall technical direction and supervision of tasks involving surveying, data collection and analysis, training, testing, and performance evaluation. The Research Staff shall have a minimum of a Master's degree in training with emphasis upon training applicable to public transportation R/W - R/E training operations, or equivalent. This experience shall include work with public transportation and technical leadership of significant work in training operations. The minimum requirements for the Qualitative and Quantitative Analysts position(s) include: 1. A graduate degree in psychology, or the social sciences, with a minimum of four years of demonstrated experience (or equivalent) in research specific to highway (right-of-way), as regulatory impact studies, community revision (rebuilding), and community adoption of right-of-way and real property integration measures. Demonstrated skill and extensive experience in: a. managing and supervising subordinate personnel, b. developing and reviewing complex survey programs, c. interfacing with Government technical and business personnel, d. communicating technical information to technical as well as non-technical audiences, e. designing and carrying out statistical analyses, f. designing and conducting basic and applied research studies, g. designing data collection procedures and assuring quality control in data collection, h. performing statistical analyses using computer packages, i. interpreting the results of statistical analyses, j. preparing research reports and summaries of ongoing research activities, k. providing thorough literature reviews and summarizing technical information. 2. Statistician/Data Analyst: The Statistician/Data Analyst shall be responsible for technical direction of tasks that entail statistical measure development, statistical analysis, data development, and survey/questionnaire response analysis and review. The Statistician/Data Analyst shall have a minimum of a Master's degree in statistics, mathematics, or other related discipline applicable to quantitative and qualitative analysis, and 5 years of progressively responsible experience (or equivalent) for such analysis, or equivalent. This experience shall include technical leadership on a number of qualitative and quantitative development and analysis efforts with some relating to transportation operations. The analyst is to have professional writing skills. (d) Marketing/Facilitation Expert(s): The Marketing/Facilitation Expert shall be responsible for the direction of tasks that entail the creation, development, and management of material for the dissemination of information concerning both technical and non-technical aspects of R/W - R/E transportation operations. The Marketing/Facilitation Specialist will also be responsible for the logistics, management and support of symposiums, seminars, focus groups, and conferences including the development of conference displays. The Marketing/Facilitation Expert will have responsibility for preparation of multi-media materials. Occasionally, Internet content will require translation into Spanish in all electronic modes in use. The Expert is to have the ability to compose multi-media materials (written and graphical, physical and electronic, flat and hyper-text, audio and video) that successfully educate a wide variety of constituents, work with third party outreach staff and focus groups to determine level and contents of materials, devise curricula and materials for use by third party presenters, or for direct delivery in established training programs or ad hoc seminars. The expert is to have professional writing skills. The Marketing/Facilitation Expert will have a Master's degree and five years of experience in Communications or Marketing or other related discipline and progressively responsible experience in communications and marketing in relation to government at both the State and Federal levels, or equivalent. The experience shall include communication/marketing work that relates to the transportation sector. (e) Support Staff. The following skills may be distributed among technical staff, but shall also be allocated to support staff to minimize labor costs: Ability to perform intelligently and efficiently a specified technical task under the direction of technical specialists. Ability to interpret results of research projects and present them in written material in a way that concisely and clearly conveys the results to a variety of readers including those generally familiar with the subject, and those unfamiliar with the subject. Computer Support: Ability to use a wide variety of commercial software products for analysis and documentation. Includes use of software for standard word processing (especially Word ?), desktop publishing, website contributions, spreadsheets, statistical analysis, graphical presentations, databases (including GIS), e-mail, and marketing/facilitation support. Documentation Support: The ability to turn products of technical staff into documents and presentations of specified formats of high quality, and to distribute them promptly to mailing lists of reviewers and participants. Includes delivery of camera-ready copy for publications. Includes skills in word processing, graphical illustration, desktop publishing and mailing list software. Program Manager, and Program Specialist Investigators: Education: A Master's degree from an accredited institution in a field of relevance to the skill area; and Experience: Five(5) years of progressively responsible, professional experience, including task management, in the skill areas. Experts (Research, Statistics): Education: A Master's degree from an accredited institution in a field of relevance to the skill area; and Experience: Five (5) years of progressively responsible, professional experience in the skill area. Experts (Marketing, Facilitation): Education: A Bachelor's degree from an accredited institution in a field of relevance to the skill area; and Experience: Five (5) years of progressively responsible, professional experience in the skill area. Support Staff Qualifications Junior Staff: Education: A bachelor's degree from an accredited institution in a field of relevance to the skill area of assigned projects; and Experience: Zero (0) years of experience in the skill area. Researcher/ Technical Writer: Education: A bachelor's degree from an accredited institution in a field of relevance to the skill area; and Experience: Two(2) years of professional experience in the field area. Computer Support: Education: An Associate's degree, or various accredited certifications in the skill area; and Experience: Two (2) years of professional experience in the skill area. Documentation Support: Education; An Associate's degree in the skill area; and Experience: Two (2) year's of professional experience in the skill area. NOTE: To enhance flexibility in filling any of the staffing positions with candidates who posses unique or market scarce qualifications, years of experience can be substituted for years of education, or vice versa, on a one-for-one basis, for all positions. Each such substitution must be identified, clearly described, and justified. Assume two years of education at the graduate level for a Master's degree. In addition, each statement shall provide/briefly discuss the following: (a)Your intentions for providing staff other than key personnel, identifying the education and experience qualifications for each labor category being proposed and not identified as key personnel; (b)A matrix outlining staff resources, by type of job category, showing each individual's availability with respect to his or her overall time commitment for other projects. (c)The degree to which required staff resources will be obtained through subcontractors and consultants.
